Description

Enhancement of joint exercise management module (JEMM) within Ballistic Missile Defence (BMD) increment 1 with functions in:

- education
- training
- exercise
- evaluation (ETEE)
- functional services (FS)

A new JEMM system baseline will be delivered and will provide the following services to enable BMD to meet its ETEE requirements:

- objectives management service (moderate enhancement)
- MEL/MIL management service (moderate enhancement)
- training audience interaction service (major enhancement)
- observation management service (minor enhancement)
- assessment management service (minor enhancement)
- logging service (major enhancement)
- BMD ETEE recognised picture management service (major enhancement)

This project will deliver working software that implements the full set of application functions associated with the software requirements for the business services mentioned in the introduction.

The software will be integrated by the Purchaser into new JEMM system baselines which the Purchaser will deploy for the users.

The project will consist of two phases of approximately 18 months each. The first phase will involve delivering working software that meets the BMD requirement. The second phase involves refining the first delivery based on actual usage

The project should:

- comply with cyber security regulations and with specified coding standards
- follow the architecture and technologies of Azure DevOps
- be conducted in an agile way with the contractor being scrum master

The project includes:

- project management
- software engineering
- initial support

The majority of the project activities will take place at the contractors site.
