Description

The NATO Common Operational Picture Ballistic Missile Defence (NCOP-BMD) will include the functions:
- monitor resource status, weapon system engagements; and display engagement start and end alerts
- display ballistic missile consequence estimations for force protection, in support of passive defence
- associate surveillance and planning data; compile the NATO Common Operational Picture (COP); include warnings in the NATO COP; provide rolling summaries; display the NATO COP with BMD enhancements; and provide access to the enhanced NATO COP
- calculate and display track trajectory extrapolation
- provide separate user sessions for operations and exercises; mark exercise related information; initialise with geospatial information; and develop, initialise with and disseminate components of exercise specific settings and scenario

The release of the Invitation for bid is scheduled for quarter 1 in 2022 with the contract awarded quarter 1 of 2023.

The first operational baseline of NCOP-BMD is expected to be released in quarter 3 of 2025, followed by a second baseline in quarter 3 of 2027 and third baseline in quarter 2 of 2029.

It is planned that the contract will follow an agile methodology, using baselines to provide regular deliveries of working software.

When an approval to operate will be declared, the baseline will be rolled-out on the authorised sites.

The project is for the:
- roll-out, activation, initial support and Operational Test and Evaluation (OT and E) of NCOP-BMD to all sites and nodes
- technical activities required for operational transition and migration from NCOP-2 baseline to NCOP-BMD baseline
- development of on-line training material for the NCOP-BMD user community

The invitation for bid will include requirements for:
- project manager
- implementation lead
- training lead

NCOP-BMD will be deployed on multiple domains (for example NATO Secret, NATO Unclassified, and Mission Secret)
- from a site, one or many operational node can be activated
- during the deployment phase, patches may have to be applied. No more than two patches by baseline are expected

Following acceptance of the final operational delivery, the contract will require warranty for any software delivered.

The contract is expected to include operation and maintenance support following acceptance of the final operational delivery.

Background
The Ballistic Missile Defence (BMD) Programme has been established to provide a verified architecture with the capability to defend NATO allies and deployed forces against the full range of Ballistic Missile (BM) threats.

This BMD capability is provided by a system-of-systems that is composed of a NATO common-funded Battlefield Management, Command, Control, Communications and Intelligence (BMC3I) system, and interoperable with sensors and weapons systems provided by Allies.

The BMD development involves the transition from this Baseline Capability TBMD/BMD, to a full BMD capability.

Some important areas for this expansion are:
- full coverage of NATO European territory and population centres under threat
- full integration of upper layer weapon systems and the consequent need to plan and execute pre-planned responses
- the need to consider Consequence of Intercept (COI)/Consequence of Engagement (COE)
- greater focus on passive defence (military and civilian) and Support for Education, Training, Exercises and Evaluation (ETEE) for the BMD capability
