Description
Supply contract for the purchase of vehicles using alternative fuels (electricity, gas and possibly other future authorised "green" fuels) such as cars, vans or lorries for the Brussels public authorities that have joined the power station and for Sibelga's own needs.These are vehicles similar to those used by Sibelga for the management of gas, public lighting and electricity networks, which are the least polluting possible in compliance with legislation on standards and driven:- to electricity;- to the CNG (to a lesser extent, when the electricity alternative is not possible);- via other alternative technologies already available (such as hybrid vehicles) or via technologies under development (such as hydrogen) via a specific batch.Each lot covers the supply of a wide range of alternative fuel vehicles belonging to a specific category, intended for the transport of goods and/or passengers, as well as all their options, option packages, accessories and equipment listed in the official tariff (catalogue) For lots 1 to 16, a precise reference model per lot, as well as a number of accessories and options, will serve as a basis for comparing tenders. This model is the one normally used in Sibelga's fleet and will make it possible to compare tenders among themselves and to award each lot of the framework agreement to all tenderers who have submitted a regular tender for that lot. However, the tenderer's tender will include all vehicles in the same range as the reference vehicle and all their options, option packages, accessories and equipment listed in the tenderer's official price list (catalogue), provided, however, that these supplies are directly related to the subject of the lot.When awarding subsequent contracts, the successful tenderers (Sibelga or any other AB) will consult in writing the economic operators party to the framework agreement in accordance with the rules described in § 3.6 and 3.7 of these special conditions, asking them to supplement their tenders if necessary. The contract comprises 16 lots (two per type of vehicle similar to Sibelga's, electric and CNG). It is supplemented by a 17th lot "Other vehicles" including electric or CNG vehicles (cars/MPVs or commercial vehicles) not included in the other lots, hybrid vehicles or possibly vehicles powered by another authorised alternative fuel such as hydrogen; this lot will be activated only exceptionally and after consulting the contracting authority to ensure that no solution can be found in one of the other lots and that the requested vehicle is not powered by either diesel or petrol.These 17 lots are distributed as described in the table below and the technical description is detailed in Chapter 4.
