Description
The contract is for the design, delivery and placement in a non-nuclear building of a homogeneous cementing plant and associated testing and qualification, followed by the relocation and construction of this plant in the existing Building 131X and re-testing (active and non-active), commissioning and acceptance, i.e. a Design & Build system. The design and construction of the installation is based on a preparatory R&D study, the results of which are formally recorded in a number of documents. The contract consists of 3 parts:1) Fixed part - study: this part includes the finalisation of the concept and the execution of the basic study, accompanied by a budget estimate, and the detailed study (including the 3D layout plans and the inputs required for the nuclear licence, Ondraf's approval files and the specification files). A peer review evaluates the resulting baseline study. Ondraf must first validate the "baseline study and budget estimate" of part 1 before part 2 can begin;2) Fixed part - semi-industrial commissioning: this part includes the construction of the designed technical installation and the checks and tests of the installations, in an uncontrolled area, with a view to approval of the process and installation by Ondraf;3) Conditional part - industrial commissioning: Only after positive results in the tests in Part 2 and a positive opinion from the First Scientific Council (the authorisation procedure is a major change) can Part 3, i.e. the incorporation of the facility into the controlled area, begin. In addition to the installation, the supplier will also be responsible for all interfaces with the existing infrastructure to make the installation operational and must provide the necessary support during the start-up phase of the installation.
