Description
To the north of the Walter Scott Military Road site there are three historically significant buildings dating from the 18th to 9th century: the Surgeons Building, 1680 to 1685, the Infirmary Building ,1720 to 1740, with associated Coach House and the Laundry Building, 1700s. Two of these OPW owned buildings, Surgeons and Infirmary, are protected structures and are registered on the DCC Schedule of Protected Structures. The Infirmary is a recorded monument, Ref. DU018 020292, Hospital. All of the buildings are currently vacant and in poor condition. In order to avoid further deterioration to the Laundry Building, immediate remedial works under the Medium Term Maintenance and Integrated Services Provider Delivery Framework Contracts were undertaken 2021 to 2022. The works involved made the building safe with stabilisation works, an asbestos survey and remedial works, a new roof with associated works, new Lime Render to three quarters of the external facade, limited access due to adjacency to Revenue site, and new windows to the South elevation. These works have been completed. Critical stabilisation, decontamination and remedial works, Phase 1, were carried out on the Surgeon’s Building and the Infirmary Building with associated Coach House in Q4 2023, Q1 2024. The OPW has a statutory duty to protect and maintain the states historic building portfolio. The refurbishment and restoration of the existing buildings provides an opportunity for the OPW to densify and maximise a part vacant OPW site as a strategic programme of works. Due to the condition of the buildings and complexity of the status of the structures, the next planned series of works, Phase 2, under the ISPD Framework will consist of the permanent structural stabilisation of each building, weather-proofing; involving new roof structures, new windows and doors plus the replacement of the existing external render with a lime render finish. Additional works will involve temporary lighting, fire, intruder alarm installation of the existing buildings to provide stable and weather-proof buildings for Phase 3 of the works; a complete refurbishment of the buildings to provide office accommodation. There is approximately 1,823 m2 of habitable space available. Phase 2 works will take place in 2024 or 2025. Due to urgent programming requirements, these works will be delivered via design build, PW CF2 Contract for Building Works Designed by the Contractor, though the OPW Integrated Services Project Delivery ,ISPD, Framework, delivery route 2. P.J.Hegarty and Sons Ltd., have been appointed as Main Contractor for the works. The QS will be required to advise OPW throughout the delivery of this project, Stages I to V. The project is mid design stage 1 at present and current programming projects the enabling and investigative works to commence on site in mid June 2024 with the main Building works for completion by December 2025.
