To ensure the effectiveness, efficiency, quality and relevance of Canada’s support in responding to the Middle East’s development and humanitarian challenges, the Department of Foreign Affairs, Trade and Development (DFATD) requires the services of a Consultant to implement the Middle East Field Support Services (ME-FSS) Project. The ME-FSS Project will provide Jordan, Lebanon and Iraq Programs access to local technical expertise, sector studies and strategies, sector and initiative-level preparation and monitoring, along with supplementary administrative, financial and logistical services. DFATD also requires the delivery of a regional Local Development Initiatives Mechanism to support sub-projects that advance DFATD’s knowledge and relevance of its programming, and/or respond to recipient country needs and priorities. The ME-FSS Project will primarily support the development and humanitarian objectives of the Government of Canada’s Middle East Strategy, but will also be available to support official development assistance (ODA)-eligible stabilization and diplomatic engagement objectives.
The anticipated contract duration is five (5) years from the effective date of contract signature.
WORKING LANGUAGE OF THE PROJECT
The working language for this project is English.
DESCRIPTION OF SERVICES
To help improve the efficiency of program and project work by stakeholders and the impact of Canada’s development and humanitarian assistance programs, the Consultant must render administrative, financial and logistical services; undertake procurement and contract administration of goods, services and Technical Specialists; and set up, implement and manage a L ocal Development Initiatives Mechanism . The Consultant will be the overall manager, administrator and coordinator, bringing together the various resources required to execute the Project. The Consultant is responsible for carrying out activities required for the financial and operational administration of the Project.
BIDDERS CONFERENCE
A bidders’ conference will be held on June 10, 2020 through Webex. The session will be held to answer questions on the project and/or on the RFP. To participate, please refer to the instructions described in the Request for Proposal document.
CONSULTANT PROFILE
To meet the requirements of the mandate, DFATD is seeking to retain the services of a Consultant with a set of demonstrated and verifiable capabilities. DFATD is seeking a Consultant with combined experience in managing and implementing projects of similar scope and complexity to this project, including extensive procurement, financial, logistics, administrative and contract management experience, and experience developing, managing and implementing local development initiatives funding mechanism.
Experience in the region of the project, ideally in one or all of the following countries: Jordan, Lebanon and Iraq, will be considered as an asset.
