The Société québécoise des infrastructures (hereinafter referred to as the "Company") is conducting a public call for tenders for professional services in mechanical and electrical engineering for the design of plans and specifications and the monitoring of the work for the contract mentioned in title.
The selection of the successful bidder will be made following the recommendations of a selection committee, based on the evaluation criteria described in the contract documents.
All bidders must comply with the requirements contained in the contract documents. These can only be obtained through the Electronic Tendering System (ETS) at www.seao.ca or by calling 514 856-6600 for residents in the Montreal area and toll-free 1-866-669-7326 for external residents.
Attention: Please note that only the documents required by the Company under this call for tenders must be submitted with the tender, in order to avoid any situation that would result in the tender being restrictive or conditional.
IMPORTANT NOTICES
Authorization to contract/certificate from Revenu Québec
It is strongly suggested that bidders apply as soon as possible, as required by the contractual documents, for a certificate from Revenu Québec and, where applicable, for authorization to contract with the Autorité des marchés publics, in order to ensure that these requirements are completed before the deadline for receipt of bids.
Non-participation in the call for tenders
Any person or company that has obtained the contract documents and does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and forward it to the Company at the following e-mail address: infoAO2@sqi.gouv.qc.ca
CONTRACT DURATION
Under the current project implementation scenario, the probable start date of the mandate is between 1 and 31 October 2019 and the probable end date of the mandate is September 2021.
REGION COVERED BY THE CALL FOR TENDERS
Only bids submitted by bidders with an establishment in the province of Quebec or in a territory covered by an applicable intergovernmental agreement will be considered.

INFORMATION MEETING / SITE VISIT
Bidders should note that an information meeting followed, if necessary, by a visit to the site of the work will be conducted by the Corporation's project manager. Interested bidders should arrive at 7600 boulevard Parent, Trois-Rivières, (Québec) G9A 5E1 at 10:00 a.m. on September 18, 2019. Attendance at this meeting is strongly recommended.
RECEIPT AND OPENING OF BIDS
Bids must be received at the Company's bid reception desk located at 525, boul. René- Lévesque Est, 5th floor Quebec City, Quebec G1R 5S9, no later than the deadline date and time indicated in the Supplementary Instructions.
The opening of bids is public and takes place in the presence of a witness at the location and deadline indicated for the receipt of bids.
COMPLAINT TRANSMISSION
The deadline set for the receipt of complaints filed with the Corporation under section 21.0.4 of the Act respecting public bodies contracts (RLRQ, chapter C-65.1) is indicated in the Supplementary Instructions.
INFORMATION
Bidders wishing to receive details of the call for tenders must contact the person designated below in writing, making sure to mention the contract number, no more than three working days before the deadline for receipt of tenders. If such a request for clarification is received two business days or less before the deadline for receipt of bids, the Company reserves the right not to consider it.
