Description
The Inter-American Development Bank (IDB) and the Global Infrastructure Facility (GIF) are supporting Trinidad and Tobago in structuring a public-private partnership (PPP) for managing cargo services at the Port of Port of Spain (PPOS).
The Government of the Republic of Trinidad and Tobago (GORTT), aligned with the Port Authority of Trinidad and Tobago (PATT), is launching a Private Public Partnership (PPP) based on a landlord model, under a Build-Rehabilitate-Operate-Transfer (BROT) scheme for a period of 25 years
The PPP aims to:
- unlock the potential of PPOS
- enhance the port's competitiveness
- boost trade and development
- optimise the port's capacity with phased investments
In this context, the Government of Trinidad and Tobago is inviting qualified and experienced companies to express their interest by submitting a prequalification application.
A – Vendor (prospective tenderer) SAP ARIBA registration:
1. Interested companies and firms can express their interest to participate in the 'Invitation to Pre-Qualify' by emailing the Chief Procurement Officer at: pattprocurement@ngc.co.tt between Monday 24 June 2024 to Monday 1 July 2024. The subject of the email must be: “PATT33/2024 – Prequalification Application for the Port of Port of Spain PPP Project”.
2. Companies and firms must submit the following mandatory information to allow for the processing of their request:
- legal or registered comapny name

- named contact
- job title of named contact
- email address of named contact

The PPP envisages that all services to the cargo under PPOS will fall under the private operator. To this end, activities linked to the handling of container, Ro-Ro and general cargo operations include the terminal handling, storage and additional services, such as weighing, cleaning, reefer, stuffing and any other related to the handling of cargo objectives of the PPP.
PPOS currently has a declared capacity of 600 kTEUs. However, current crane productivities only allow to handle 340 kTEUs per year. In this regard, the PPP looks to unveil PPOS potential, increasing country port competitiveness, deploying maximum port capacity in a phased way that will activate the necessary investments when required.
To this end, the project contemplates to increase the current effective capacity to 620kTEUs in the short term and up to 1,100 kTEUs in the long term, considering 3 phases of investment. The project also contemplates the retrofit and optimisation of the already existing infrastructure in the short-term enhancing the port’s competitiveness.
Considering PPOS vessel accommodation capacity, currently the port infrastructure is prepared for Panamax vessels, however, these cannot enter fully loaded due to port depth restrictions. Hence, the project includes the terminal berth dredging to 12m deep, in order to fully accommodate Panamax vessels in the short term.
To this extent, the PPP also considers a distribution of responsibilities between the private operator and the PATT. Private operator responsibilities would include:
- nautical infrastructure (expansion and maintenance of the terminal depth)
- terminal infrastructure and superstructure (terminal maintenance and expansions and cranes and equipment)
- general services (performance and performance reports to share relevant operation data to the PATT)
