These services must be provided by a service provider certified by Allied Telesis and Stormshield. The prospective service provider must provide these two certifications before the contract is awarded. The contract is non-allocated. Definition, optimization and implementation of firewall rules Definition of switch configurations according to their use by type of site Definition of the structure and content of site files to guarantee their homogeneity Production and publication of procedures for deployment and maintenance in operational condition of all equipment on the extranet site Recommendations and supply of supervision and monitoring tools Technology watch with manufacturers?Deployment support services: Drafting of the existing equipment identification file (DIE), including an architecture proposal with an inventory of the hardware and connectors required, and a layout diagram; Production and deployment, after validation of the DT, of the associated quotations, and preparation of schedules with the various La Poste players Procurement and supply of hardware and software (Allied Telesys, Stormshield) Factory configuration of equipment before dispatch to site? Delivery and installation in coordination with the site and updating of documentation? - Training services for local teams on specific topics - Operational maintenance services: 24/7 administration and supervision of site networks. - Warranty management services in liaison with manufacturers: set-up of a dedicated extranet: 24/7 on-site interventions using equipment reserved in a dedicated stock. Proposals for re-insurance of equipment with manufacturers according to the end dates of support contracts. First-level telephone support open 24/7 from Sunday 8pm to Saturday 8pm. The maximum value of the framework agreement is set at : 8,000,000 over the total duration of the framework agreement, including the renewal period. III.1.2) Economic and financial capacity List and brief description of the selection criteria: Sustainability of the company - applicant's turnover (weighted at 20%) The applicant must provide tax returns or equivalent documents (i.e. balance sheets, income statements and appendices numbered from 2050 to 2059 inclusive, and management reports) for the last 3 fiscal years. If the applicant is part of a group, each member of the group must supply the documents requested. In the case of a recently created company, the applicant may provide any other proof of economic and financial capacity. III.1.3) Technical and professional capacity List and brief description of selection criteria: a) Customer references - (weighted at 35% of total score) : Applicants must provide 3 references from the last three years for services similar in terms of functional scope, organizational complexity and number of users (solution and associated services). For each of the customer references presented, he/she should specify: - the name of the customer, - the location, year and duration of the project, - the amount of the contract (in EUR excl. VAT), - a brief description of the project (context, volume: number of sites and equipment maintained and diversity of manufacturers on the maintained park - objectives, setting up interfaces with existing IS). For each reference, the applicant must provide a certificate issued by the customer (name, position, contact details). La Poste reserves the right to verify this information with the customer. Among the references submitted, only one may be from La Poste Group and its subsidiaries. b) Candidate's staff and resources - (criterion weighted at 35% of the total score) : For the last three years, the applicant must indicate: - the average annual manpower available in mainland France, the French overseas departments and territories (DROM-COM) and Corsica (specifying whether direct or indirect) in the areas of expertise specific to this contract. c) Environmental criteria - (criterion weighted at 10% of the total score) The candidate will specify : - if it has energy management certification, or if the process is underway (e.g. ISO 50 001, ISO 14 001, or equivalent). Candidates must submit the document in their possession. III.1.6) Bonds and guarantees required: Before signing the contract, the applicant must provide La Poste with an insurance certificate (operating liability, professional liability). This document must be submitted on the Provigis platform (https://www.provigis.com/). III.1.7) Main terms of financing and payment and/or references to the texts which regulate them: The contract is financed by La Poste's own resources. Unless otherwise stipulated by law or specifically agreed between the parties, La Poste will make payment within 60 days of the invoice date. The euro is the currency chosen for payment of services, supplies or work. Subcontractors will be entitled to direct payment in accordance with the French Public Order Code. III.1.8) Legal form to be taken by the grouping of economic operators to whom the contract is awarded: Joint grouping with sole representative. It is specified that the candidate presenting himself in grouping : - must provide a letter of formation signed by each of its members, specifying the name, address, telephone number and e-mail address, the identity of the representative and the powers granted to him/her, - must provide all the information requested in sections III.1.1) to III.1.3) for each member of the consortium. In the event of the contract being awarded to a consortium, in order to secure the performance of the contract throughout its duration, the consortium must be in the form of a joint venture with a single representative.
