The CEA has undertaken a campaign to evacuate these Unemployed Fuels (UF) in order to temporarily store them on the CASCAD facility (CASemate de CADarache) of the Cadarache Centre, where they must undergo thermal and chemical stabilization treatments followed by reconditioning in the INB STAR (Treatment, Sanitation and Reconditioning Station) located on the CEA site in Cadarache.To carry out these operations, it will be necessary to equip STAR's high activity cell No. 1 with a process including a heat and chemical treatment furnace, which consists of heating the fuel to a maximum of 650ºC in a furnace with a sealed cell while injecting different types of gases (Ar/O2 and Ar) and their concentration according to the phases.The purpose of this contract is to study, manufacture, carry out tests (plant and site) and install equipment to process unused fuel in cell 1 of INB STAR using the processes described in the specifications. The process equipment implanted in the cell must be designed for use with remote manipulators and their geometry must be adapted to the available space.The service includes:- safety and security studies,- mechanical, electrical and process design studies,- treatment furnace with gas filtration systems in high activity cells,- tools necessary for the process,- biological crossings from the cell to the front and rear areas for electrical cables and fluid lines,- construction of fluid and electrical connections between the various premises,- gas distribution system,- control and command,- the control bays for process gas analyzers,- the gas analyzers (H2, O2, CH4, CO2 and Kr),- the glove box and its internal equipment in the rear zone,- the connection of the glove box to the STAR ventilation,- the factory acceptance at the holder's premises,- the delivery of the equipment,- the performance of site tests assisted by the CEA as well as the supervision of the assembly of the remote-controlled equipment by the CEA,- the initial training of the users of the equipment at the holder's premises,- documentation.Option 1: design of the de-aralignment module (treatment of fuel embedded in resin) with the specific cooling device; Option 2: design of the de-aralignment module with supply of the specific cooling device; Option 3: supply of an additional furnace chamber; Option 4: supply of a gas filtration kit from the additional furnace.Excluding fixed price: services on work units for technical assistance for commissioning and for additional training sessions for CEA users; the specifications of this contract are not freely accessible, they will be sent only to candidates eligible to submit a tender; at the end of the reply to this contract notice, the tenderers whose applications are accepted will receive an invitation to submit a tender under the competitive procedure with negotiation; this contract is a sensitive contract cf. paragraph II.2.14) infra and III.1.1.1) (documents to be provided).
