 The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to Livermore Software Technology Corporation (LSTC) for LSDYNA Software for the evaluation of large civil works projects such as dams under seismic and hydrologic loading for US Army Corp of Engineers. 

The contractor will furnish all the necessary personnel, technical expertise, software and any other materials necessary to provide software support for its programming to support to the US Army Corps of Engineers (USACE) USACE Institute for Water Resources Risk Management Center (IWR-RMC). No competition is being sought. 

JUSTIFICATION: USACE must purchase this Brand Name software due to the widely accepted use of the program and analysis methodology in the evaluation of the structural behavior of dams under dynamic loading, including linear and non-linear material properties. The program shall be used to evaluate multiple dams in the USACE inventory where the behavior of the structural components increases risk to the downstream population. The failure modes evaluated are related to the concrete spillway, spillway gate, gate components and dam stability. LSDYNA is widely used in the dam industry for this type of analysis and within the USACE ERDC and Districts.

Period of Performance: One year (12 Months) and 1 optional year (12 months)

This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted.
However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to Livermore Software Technology Corporation.
