It comprises an industrial complex with buildings from various eras, planted areas and housing. The project calls for the construction of around 320 housing units and the development of around 5,000 square meters of commercial floor space in the 2 buildings that have been preserved and will require renovation. In accordance with the provisions of articles L.300-4 and L.300-5 of the French urban planning code, Métropole Européenne de Lille decided, in deliberation no. 23-C-0153 dated June 30, 2023, to launch a competitive bidding procedure to appoint a concessionaire. The consultation took place from May 19 to September 11, 2021. An assessment was made by deliberation no. 21-C-0586 of the Metropolitan Council on December 17, 2021. This consultation provided input for the urban and programmatic study entrusted by MEL to a consortium led by BLAU, which at the end of its mission proposed an urban project integrating the following issues:- opening up the site to its neighborhood and to the city- creating a space that promotes biodiversity- preserving and enhancing the architectural heritage- offering a diversity of living stylesThis project proposes the construction of around 320 housing units and the development of around 5,000 square meters of floor space for economic activity in the 2 buildings that have been preserved and will need to be renovated. The chimney is to be preserved as a reminder of the site's industrial past. A single road will cross the site from east to north. The vast majority of the site will be devoted to soft mobility, and parking will ideally be developed underground. Very close attention will be paid to the environmental dimension of the project, in particular in relation to the climate crisis and the challenges of resilience, notably by minimizing the environmental impact of the project in all its phases (choice of materials, reuse, thermal performance of housing, water management, cool islands, soft mobility). The developer will be required to participate in the EcoQuartier certification process already initiated by the city.
