Poland - Liquefied petroleum gas (LPG)

Description

The subject of the contract is the successive delivery to the petrol station of Miejskie Zakład Komunikacji - Puławy Sp. z o. o. o. in Puławy:
1.1. 1 250 000 litres of LPG (autogas) motor fuel;
1.2. 900 units of 11 kg propane-butane gas cylinders.
The Awarding Entity does not allow for partial tenders.
(3) Requirements for LPG (autogas) motor fuel:
3.1 The offered LPG fuel should meet the requirements of the Polish Standard PN-EN 589 "Fuels for motor vehicles - LPG - Requirements and test methods" and the Regulation of the Minister of Energy of 18.4.2016 on quality requirements for liquefied petroleum gas (LPG).
3.2 The parameters of LPG fuel supplied shall meet the requirements appropriate to national climatic conditions for summer and winter periods.
3.3 Each individual delivery shall be accompanied by a current quality certificate containing the results of the tests on the LPG fuel supplied. A quality certificate must be issued by a laboratory accredited by the PCA. The quality certificate must confirm the conformity of the fuel supplied with the fuel offered by the contractor in this procedure.
3.4 In the event of a change in regulations or standards, the offered LPG fuel must comply with the changed regulations and standards.
3.5 The quantity of LPG received during the term of the LPG fuel agreement may change in relation to the quantity specified in item 3.5. In the case of smaller needs of the Contracting Authority as specified in point 1.1. 1 quantity may not give rise to any claims by the contractor.
3.6 Designation of the subject of the contract according to the Common Procurement Vocabulary: 09133000-0 Liquefied petroleum gas (LPG).
3.7 The Customer's Petrol Station has two gas tanks with a capacity of 4 850 litres each.
4. requirements for propane-butane gas in 11 kg cylinders:
4.1 Propane-butane gas must meet the requirements of the Polish Standard PN-C-96008 "Petroleum products. Hydrocarbon gases. Liquefied gases C3 - C4". The standard applies to liquefied gases C3 - C4 used, among others, as heating gas for households, industry, tourism.
4.2 Upon the first delivery, the Contractor is obliged to make 20 steel cylinders with a cylinder cage in good technical condition available to the Contracting Authority free of charge for the duration of the contract.
4.3. the gas cylinders supplied shall meet the safety requirements in accordance with current regulations and, in particular, shall be fitted:
4.3.1. a colour other than red,
4.3.2. a data plate showing the net weight of the cylinder and the maximum quantity (weight) of gas in the cylinder and the date of valid validation,
4.3.3. safety instructions in the form of a sticker. This manual should contain information about the gas, the company that filled the cylinder and the contact telephone,
4.3.4. a cap on the gas isolation valve to prevent leakage,
4.3.5. a heat-shrinkable film (seal) on the cylinder valve, which indicates that the cylinder is full and identifies the filling company.
4.4 In the event of a change in regulations or standards, the gas offered in cylinders shall comply with the changed regulations and standards.
