Description

The statutory health insurance funds in Germany are legally obliged to introduce the electronic health card (eGK) for their insured persons according to § 291 para. 1 p. 1 and para. 2a in conjunction with § 291 a SGB V. The contract covers the mail services required for sending usable electronic health cards for the health insurance companies participating in the IKK eGK-Beschaffung GbR für Postdienstleistungen.
The subject of the tender is the collection, transport and delivery of daily addressed letter mail items in accordance with the provisions of the Postal Act in conjunction with the Postal Universal Service Ordinance. The letter mail items in question are items weighing up to 20g (in some cases up to 50g) with mostly domestic delivery addresses. To a lesser extent, international letters are delivered. Items must be picked up Monday through Friday (except for national or state holidays at the pickup location) as follows:- Pickup address: Konrad-Zuse-Ring 1, 24220 Flintbek,- pick-up day: Monday - Friday,- pick-up time: from 15.00 and/or pick-up address: Fischerpad 100, 6135KS Sittard (Netherlands),- pick-up day: as required,- pick-up time: from 15.00 h.The provision of the letter mail items takes place in the outgoing goods department of the production service provider for the electronic health card commissioned by the health insurance companies.The contents of the services to be provided are set out in detail in the tender documents, in particular in the draft service agreement attached in Part 07. The letters are daily mail letters E+1/2.8 Health insurance companies participating in IKK eGK-Beschaffung GbR für Postdienstleistungen are expected to send a total of 8,932,920 electronic health cards during the contract period. The estimated total volume will probably be distributed over the contract period as follows:- 2021: 1,325,386 letters,- 2022: 2,905,577 letters,- 2023: These forecasts/estimates have been determined to the best of our knowledge and belief, but no guarantee can be given that the quantities shown will be called off. The health insurance companies involved in the IKK eGK-Beschaffung GbR für Postdienstleistungen have decided to jointly procure the mailing of eGK letters. For this purpose they have founded IKK eGK-Beschaffung GbR für Postdienstleistungen. This company or its shareholders make the essential decisions on procurement, in particular on the evaluation of offers and the award of contracts. The contracting authorities in the award procedure are the shareholders. IKK eGK-Beschaffung GbR für Postdienstleistungen acts in the award procedure as the central awarding authority and thus in the name and on behalf of the shareholders. When IKK eGK-Beschaffung GbR for postal services is awarded the contract, service agreements are directly established between the contractor and the individual shareholders (participating health insurance companies), insofar as the services tendered for refer to the insured persons there. The term of the respective contracts of the participating health insurance funds begins on 1.4.2021. All contracts end on 31.10.2024. In addition, it is pointed out that IKK eGK-Beschaffung GbR für Postdienstleistungen has entrusted the Arbeitsgemeinschaft Telematik der Innungs- und Betriebskrankenkassen (ARGE TelematiKK) with the organisational handling of the award procedure. However, the key decisions on procurement remain with IKK eGK-Beschaffung GbR für Postdienstleistungen or the health insurance funds involved in the process.
