Synopsis:
Under contract to the U.S. Department of Energy, Fermi Research Alliance (FRA) is leading the Long-Baseline Neutrino Facility (LBNF) Project. FRA will provide facilities to enable a world-class program in neutrino physics that can measure the fundamental physical paraments, explore physics beyond the Standard Model and better elucidate the nature of matter and anti-matter. Specifically, the LBNF Project will involve building a new high-intensity neutrino beam at the Fermi National Accelerator Laboratory (Fermilab) aimed at the Sanford Underground Research Facility (SURF), 1,300 km away, where the international community will build a neutrino detector. The LBNF Project will be optimized for precision measurement of neutrino oscillations with the goal of searching for charge parity-violation in the neutrino sector, as well as making other precision oscillation measurements.
 
The LBNF Project will construct the Near Site Conventional Facilities (NSCF) at Fermilab in the southwest corner of the laboratory on the north side of Fermilab's Main Injector.  The site is heavily developed near the planned extraction and pre-target regions requiring the relocation or replacement of many existing facilities before the site can be developed for the LBNF beamline and DUNE near detector complex.  This site work will be accomplished under the "Site Preparation" construction subcontract. The objective of the site preparation construction is to clear the proposed LBNF site of conflicting facilities so that the construction of the NSCF may proceed with minimal interruption to ongoing Fermilab operations.
 
The site preparation construction scope of work is anticipated to span approximately 12 months. Activities include, but are not limited to:
  
•·        Decommissioning and infilling of Main Injector Cooling Pond F
•·        Installation of cooling tower system and pond water piping and pump vault improvements
•·        Relocation of Indian Creek from its existing course via multiple culverts into a new double-box culvert
•·        Removal of conflicting overhead power lines and poles
•·        Relocation of existing utilities and other facilities including power, communications, industrial cooling water, sump discharge lines, and Main Injector pond system piping
•·        Installation of bulk steel radiation shielding between the Main Injector enclosure and the new Indian Creek culvert
•·        Hardstand for field offices and construction Subcontractor staging and laydown areas
•·        Construction of new service roads to access relocated facilities
•·        Associated tree removal, grading, drainage, and environmental best management practices
 
FRA intends to select the lowest price technically acceptable offeror and will evaluate the proposals
based on technical criteria.
