The University of the Federal Armed Forces Munich (UniBw M) founded a new "Center for Digitization and Technology Research of the German Armed Forces" (DTEC.Bw for short) on 11 August 2020. DTEC.Bw is part of the Federal Government's economic stimulus package to overcome the COVID-19 crisis and will receive research funding from the economic stimulus package via the Federal Ministry of Defence (BMVg). The research project "Seamless Radio Access Networks for Internet of Space", SeRANIS for short, has already been approved by the BMVg and is now to be implemented. In SeRANIS, 3 complex and coordinated laboratory environments will be created for research into future-oriented communication networks and technologies between space and ground. The aim of SeRANIS is to use the 3 research laboratories to be set up to investigate and demonstrate the military benefits and technological maturity of key digitalisation technologies. The 3 laboratories "Networks and Technology Elements", "Experimental Payload" and "Experimental Satellite Technology" are therefore to be set up and equipped in such a way that questions on the benefits and technological maturity of key technologies can be answered. The key technologies and related topics include:- Mobile terrestrial 5G / 6G networks including connectivity to satellite networks,- Laser communication networks, optical networks space-to-ground and ground-to-space,- Internet-of-Things applications and technologies,- Experimental payload technologies, laser communication, digital signal processing in orbit,- Modern satellite technology structures,- Resilience of satellite systems,- Electric propulsion systems, modern satellite operation procedures. The project consortium for SeRANIS consists of 10 university institutes with 14 professorships and a further 3 professorships from the University of Applied Sciences (HAW). It will take 4 years until the SeRANIS laboratories are fully operational. Individual laboratories and laboratory units will be ready for use earlier and will be put into operation successively. The project consortium requires measuring equipment including options for the laboratories within the framework of the SeRANIS project. The winning bidder must deliver the measuring equipment by 30.11.2021 at the latest.UniBw M specifies a fixed price of EUR 1.55 million (net) and evaluates the bids at the 1st evaluation stage solely on the basis of the award criterion of quality based on the included equipment. Details can be found in the tender documents.
