Description
Project title: Kitchen floor and drain repair (CHSLD St-Michel) (SM18-01-01)
Establishment: ICSU SSIHC of the East Island of Montreal
Installation targeted by the work: CHSLD St-Michel
Lead time for completion of the work: Approximately 24 weeks (refer to the architectural estimate)
The Project Manager, ICSUSS East of the Island of Montreal, having its head office at 5415 de l'Assomption Boulevard, Montreal, QC H1T 2M4 requests tenders for the construction work of the project mentioned in title.
Interested persons may obtain the tender documents only through the electronic tendering system SÉAO ( www.seao.ca or for the Montreal area at 514-856-6600 or toll free at 1-866-669-7326).
BIDS MUST BE ACCOMPANIED BY A BID SECURITY IN ACCORDANCE WITH THE FOLLOWING CONDITIONS:
In an amount equivalent to a percentage of the tender price and in the form determined below:
A bid bond issued by a financial institution in the amount of ten per cent
(10%) of the bid price, valid for a period of forty-five (45) days from the bid opening date; or
A certified cheque or bank draft made payable to the Project Manager in the amount of five per cent
(5%) of the bid price; or
An irrevocable letter of guarantee issued by a bank, credit union or trust or savings company and conforming to the provisions of the Project Manager's "Irrevocable Letter of Guarantee" form in the amount of five percent (5%) of the bid price.
Bids will be received and opened publicly on the following date and location:

Opening of Submissions - Coronavirus (COVID-19) :
Considering the current coronavirus pandemic (COVID-19) and despite what is provided for in the "Opening of Bids" clause above, the PUBLIC ORGANIZATION is proceeding with an opening of Bids without public, so that the SUBMISSIONERS will not be able to attend in person.
Instead, the PUBLIC ORGANIZATION shall post a video recording of the Bid Opening on the WATCH as soon as possible after the Bid Opening. Bidders will be notified of the filing of the recording on the WAPS in the same manner as when an Addendum is issued.
Please note that this action is being taken in accordance with the guidelines proposed by the Treasury Board Secretariat, dated March 25, 2020 (Communiqué No. SSMP-02 "Coronavirus (COVID-19)").
Only contractors with a business office in Quebec (N.B. when an intergovernmental agreement is applicable, add the following text: "or in a province or territory covered by that agreement") and holding the required licence under the Building Act are eligible to bid.
A contractor holding a restricted licence issued by the Régie du bâtiment du Québec or registered in the register of companies ineligible for public contracts (RENA) and whose period of ineligibility for public contracts has not ended is not eligible to submit a tender; these two cases of ineligibility also apply to the tenderer's subcontractors.
Bidders are responsible for the selection of subcontractors, both for their creditworthiness and for the content of their bids, and must inform them of the conditions they intend to impose on them and ensure that they hold the required permits and licences.

Bidders who wish to receive information or clarifications regarding the call for tenders must do so in writing no later than three (3) working days before the deadline set for receipt of bids.
Bidders wishing to submit requests for equivalencies or substitutions must do so during the call for tenders period and in writing no later than November 20, 2020 at 3:00 p.m..

Information visit :
During the tender period, the Project Manager will organize an information visit to the CHSLD Saint-Michel: 3130 Jarry Street East, Montreal (Quebec) H1Z 4N8 (meeting point in the parking lot of the building) on November 18th at 2:00 p.m.. During these visits, the Project Manager's representatives will answer bidders' questions. Bidders are invited to participate in this site visit. Failure to participate shall not be used as an excuse or pretext for any errors, omissions or irregularities on the part of a Bidder. Each bidder is responsible for delegating a representative to this visit. All tenderers, contractors and subcontractors will be considered to have visited the premises and no claim for lack of knowledge of the premises may be submitted or accepted. In addition, the Project Manager assumes no responsibility to Tenderers who are not presented at the site visit for any information that may have been given during the site visit.
In the current context of the VIDOC-19 pandemic, special and exceptional measures apply to the information visit in order to avoid the risk of propagation in our facilities.
A maximum of one (1) representative per bidder may attend the information visit. In order to help us comply with the social distancing guidelines related to VIDOC-19, we ask bidders who intend to attend this visit to confirm their presence in writing to the email address contrats.cemtl@ssss.gouv.qc.ca before November 16, 2020 at 4:00 p.m.. Confirmation will be sent to you on November 17, 2020.
In the event that several people wish to visit the premises, the PUBLIC ORGANIZATION reserves the right to add one or more time slots and/or dates for additional visits.
Once the PUBLIC ORGANIZATION has confirmed your presence, you will be able to attend the information visit. Once there, we ask you to respect all social distancing instructions and to protect yourself with a mask (the PUBLIC ORGANIZATION will not provide any means of protection, it is the responsibility of each Tenderer to bring its own means of protection).
All participants will be required to clean their hands upon arrival and departure of the Information Tour. Wearing a mask will be mandatory throughout the tour.
Participants meeting one of the following conditions MAY NOT attend the Information Visit:
If the participant has any of the following symptoms: onset or aggravation of a cough, fever, difficulty breathing, sudden loss of sense of smell;
If the participant returns from a trip out of the country less than 2 weeks ago;
If the participant is in contact with a person with VIDOC-19 or is awaiting a VIDOC-19 test result.
The Project Manager does not undertake to accept the lowest or any of the bids received.
