The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Sigonella (FLCSI) Naples Contracting Office intends to solicit, negotiate and award a commercial, firm fixed price purchase order directly to Stirling Cryogenics B.V. for the repair of a liquid nitrogen system manufactured by Stirling Cryogenics.
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
The Government does not own the data or the rights to the data needed to purchase or repair the liquid nitrogen system from additional sources.
The applicable NAICS code is 811219 and the applicable business size is $20.5M.
It is anticipated an award will be made directly to Stirling Cryogenics on or around 26 August 2019. Inspection and acceptance will be at destination by the Government. Standard commercial packaging and marking will be required. The delivery location will be 37 Military Hospital, Accra, Ghana.
Scope of Work: The is requirement is to provide services to repair the Stirling Cryogenics Liquid Nitrogen System (SPC-1) located at Naval Medical Research Unit No.3 (NAMRU-3) Ghana Detachment located at 37 Military Hospital, Accra, Ghana. The Contractor shall provide materials, equipment and supervision as needed to complete the repair services to get the liquid nitrogen system operational.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
However, all quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed solicitation based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
