Description

Consultancy assistance in digital transformation and data engineering, development and implementation of BI and artificial intelligence systems, design of digital training services and design and implementation of citizen-centred websites for the different departments of the Administration of the Autonomous Community during the year 2020.
This package includes the necessary consultancy services to carry out the deployment, follow-up, monitoring and updating of the digital transformation plan for Navarra (Estrategia Digital Navarra 2030) over the next four years, which will involve the development of a series of digitalisation initiatives and projects in each department or area of the Government of Navarra. Through the services included in this package, the projects will be specified and their execution and follow-up will be managed. Likewise, the continuous search for financial mechanisms and collaborations within the European Union will be promoted, which will allow us to develop in the area of digital transformation and collaborate with other European regions to establish synergies with regions with similar needs. This package also includes services to diagnose the situation of the digital divide and the planning and development of actions to minimize it. The exponential increase in the volume of data generated inside and outside public administrations is a new challenge for all organizations. The Government of Navarre is working on the development of new management mechanisms that will make it possible to provide citizens with intelligence in the form of data with all the guarantees they need, including consultancy and implementation in the fields of data governance, standardisation, quality and security, which will make it possible to improve decision-making processes and innovate on the basis of data. This lot includes the design, implementation or adaptation of platforms and information systems oriented to the extraction, transformation and loading of data (ETL), including use cases that require massive data intake and/or distributed computing on a large scale (Internet of things, big data), as well as its exploitation, analysis and visualization for the final user (business intelligence) and advanced analysis through artificial intelligence techniques. The current and future digital environment brought about by the digital transformation is broader and more complex than any other previous environment of communication, integration, socialization and work. Those who access it depend more than any previous generation on their ability to discern and manage their own learning, i.e. they depend more than ever in many respects on the cultural capital already acquired and that their environment can provide. This makes it essential for citizens to have sufficient digital competences to face up to this new reality. This package includes the definition and development of competence profiles in the DigComp framework, as well as the design and development of training units and their evaluation in order to promote the development of digital capacities and skills in the field of the public administrations of Navarre, as well as in that of the citizens, and thus reduce the situation of the digital divide. The Government of Navarra, with the aim of making public services and information available to the whole population, is committed to complying with accessibility standards, specifically EN 301-549 in its most recent version.Continuing with this cycle of continuous improvement, within which we aspire to publish websites focused on the citizen, "citizen centric", we hope that the websites and applications of the institutions of the Government of Navarra can provide each citizen with the information they need, in an accessible, agile, clear, and even proactive and personalised manner.This package includes:- the contracting of consultancy, auditing, good practice generation, training and capacity building projects for the technicians involved, among other tasks related to the maintenance of the accessibility standards established by the Government of Navarra,- the implementation of usability practices, improvement of user experience, audience segmentation, prototyping techniques, "service blue prints" and "customer journey maps" that focus on offering effective and personalised digital services to citizens,- the analysis of web browsing data, in order to detect those pages that should be promoted for the knowledge of citizens, to detect contents that are not being effective in the dissemination of information, to enable communication channels with citizens to obtain their feedback regarding the digital services offered and even the proposals for the evolution of the websites in the future. The Government of Navarra wishes to take steps in the field of process automation using RPA technology as a means of improving efficiency and productivity in business processes, by defining a methodology and model of governance for process automation projects using software (RPA).The work will consist of analysing processes that can be automated by software robots within a business unit and developing proofs of concept and projects that confirm that RPA technology is suitable for these processes. These projects will also be approached from the point of view of redesigning processes that have a direct impact on the services and procedures offered to citizens. This will require a prior analysis of the user experience (citizen or public employee) in order to offer services more in line with their needs and demands. This analysis will help us to take into account the principle of placing the citizen at the centre of the Administration's activity. The Government of Navarra wishes to complement and improve the channels for attending to citizens by offering conversational assistants or chatbots that make it easier for citizens to obtain repeatable information, while also optimising the Administration's resources. These assistants will make it possible to find out more about the issues that citizens consult and to improve iteratively the service offered through these channels. The DGTD is in the process of technologically unifying the corporate websites using the Liferay DXP 7.x platform. The new sites developed will also have to be adjusted to this technology.the collaborative environments have an increasing presence in our work environments where the intranet-extranet space facilitates the integration of teams, teleworking and collaboration. The Government of Navarra mainly uses the Sharepoint platform for these environments. The present batch includes the work of creation, migration and evolution of the GN collaborative spaces. This batch includes:- the work of creation, migration and evolution of the GN web space based on technology from the Liferay DXP 7.x platform,- the work of creation, migration and evolution of the GN collaborative spaces,- the creation and evolution of the websites developed and created in the Drupal environment within GN.
