Description

The subject of the present call for tenders is the conclusion of a framework agreement for the procurement of IT consulting services for the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (client) The client sees the consulting industry as a close partner in the fulfilment of its tasks in the field of international cooperation for sustainable development and international education. The contractors (consulting companies) are part of the value chain in order to achieve the greatest possible effects for the client in an optimized price-performance ratio. For these reasons, the client is seeking to further intensify its cooperation with the consulting industry, especially in the areas of information and communication technology, where demand and complexity have increased. The sought-after IT consulting companies should therefore provide support in the preparation, monitoring and/or evaluation of the award procedures to be carried out. For this purpose, 2 factors are basic prerequisites: extensive specialist knowledge in the field of information technology and communication technology as well as knowledge of public procurement law in accordance with German public procurement law. 5 lots of up to 5 contractors are to be contracted in each of the 5 specialist lots. The specialist lots are as follows:- Lot 1: IT infrastructure;- Lot 2: IT applications;- Lot 3: IT networks;- Lot 4: Workplace and communication technology;- Lot 5: IT services. In these main topics, the selected contractors or the 3 technical consultants bindingly named by them support the following procedural steps with their expertise:- Market surveys as well as the implementation of economic feasibility studies;- Development of product-neutral service descriptions, evaluation criteria and/or price sheets and other tender documents;- Survey and documentation of requirements and needs for IT services (hardware and software);- IT technical consulting and/or support of IT tenders (e.g. for the development of new IT solutions);- IT service management;- IT service management (e.g. for the development of new IT solutions);- IT service management (e.g. for the development of new IT solutions);- IT service management (e.g. for the development of new IT solutions for the development of new technologies). IT-technical consulting and/or assistance in IT tenders (e.g. answering questions from bidders, preparation and assistance in negotiation rounds);- support in the technical and commercial evaluation of bids;- support in the acceptance of the services, if necessary;- these tendered support services are requested in selected award procedures. In addition, not all of the above-mentioned consulting services are required for every requested procedure; it is a matter of selective support which is defined accordingly in the individual contract. All services can be requested from the German as well as from the worldwide locations. The client determines whether the consulting can be done remotely from Germany or whether a trip to the country of assignment is necessary. IT-technical consulting and/or assistance in IT tenders (e.g. answering questions from bidders, preparation and assistance in negotiation rounds);- support in the technical and commercial evaluation of bids;- support in the acceptance of the services, if necessary;- these tendered support services are requested in selected award procedures.
