Procurement of "Unified Communication support services - focus on video conferencing and chat solution products (framework contract)".
In the course of the pandemic response, the number of HessenConnect users has increased to over 34,000. In the same context, virtual collaboration with other state administrations and the federal administration has also increased. To meet these needs, HessenConnect was expanded to include the Webex product as part of a proof of concept (PoC) as a cloud-based collaboration solution based on Cisco WebEx.The expansion of HessenConnect to include Webex PoC is being carried out for a limited period until it is replaced by successor products (HessenConnect 2.0), probably in the summer of 2022.During the contract period, a change to other and/or additional video conferencing and chat solution products as well as implementation alternatives (cloud-based/on-premise) can thus take place.Support services are required for this expansion and the future design of the HessenConnect product as well as the future operation of the solutions in combination with the system landscape in the HZD and in the State of Hesse (e.g. HessenPC ).A requirement amounting to 6.5 person-years (PJ) over one contract year is expected."Support Service Technical Product Management Unified Communication - Focus on Video Conferencing and Chat Solution Products" - Profile A - 1.0 PJIn the following, "Support Service Technical Product Management Unified Communication - Focus on Video Conferencing and Chat Solution Products" is understood to mean the support of the respective product, operational or project units in HZD, within the scope of basically independent elaborations or reviews for project management and implementation specifications for unified communication solutions focus on video conferencing and chat solution products.For the "Support Service Technical Product Management Unified Communication - Focus on Video Conferencing and Chat Solution Products", certain basic competencies must be possessed in order to fulfill the service:- University of applied sciences or university degree in an IT-related (e.g. computer science, business informatics) or scientific (e.g. physics, mathematics) field or equivalent. Professional experience:The person assigned to provide the service must have in-depth knowledge of the following areas of an enterprise environment, acquired in at least three years of professional experience:- Experience in technical project management with unified communication solutions, with a focus on video conferencing and chat solution products with more than 5.000 users- Experience in the use of ITIL tools and in the context of ITIL processes (ITIL related actions)- Experience in project management based on standardized methods- Experience in the technical management of IT projects- Experience in consulting customers with regard to the implementation of unified communication solutions- Experience in the migration of unified communication solutions- Experience in the further development of unified communication solutions in the context of the existing system, Security and network architecture- Experience in consulting on security and data protection issues with Unified Communication solutions- Experience in contributing to a cross-service problem analysis, using network, database and system data- Good language skills to work with English language manuals and documentation and to participate in conference calls and meetings with English speaking participants "Unified Communication System Architect - Focus on Video Conferencing and Chat Solution Products" - Profile B - 1,0 PJIn the following, the services of the "Unified Communication System Architect - Focus on Video Conferencing and Chat Solution Products" are understood to mean the support of the respective operational or project units in the HZD, within the framework of basically independent elaborations or checks for architecture specifications for unified communication solutions, focus on video conferencing and chat solution products.The "System Architect Unified Communication - Focus Video Conferencing and Chat Solution Products" must have certain basic competencies in order to perform the service:- University of Applied Sciences or university degree in an IT-related (e.g., computer science, business informatics) or scientific (e.g., physics, mathematics) field or equivalent relevant skills and experience.Professional experience:The person assigned to provide the service must have in-depth knowledge of the following areas of an enterprise environment, acquired in at least three years of professional experience:- Experience in the use of ITIL tools and in the context of ITIL processes (ITIL-related actions)- Experience in creating, reviewing and controlling documents in accordance with ISO9001 and its revisions- Experience in system architecture and planning of unified communication solutions larger than 5.Experience in the further development of unified communication solutions within the framework of the existing system, security and network architecture- Experience in consulting on security and data protection issues with unified communication solutions- Experience in participating in cross-service problem analysis in environments with at least 5,000 users.Good language skills to work with English language manuals and documents and to participate in conference calls and meetings with English speaking participants "Support Service Operations Manager / IT Systems Specialist Unified Communication - Focus on Video Conferencing and Chat Solution Products" - Profile C - 1,0 PJThe "Operations Manager / IT Systems Specialist Unified Communication Support Service - Focus on Video Conferencing and Chat Solution Products" is understood in the following to mean support services in the coordination and deployment planning of the operations team for unified communication solutions as well as support and collaboration in daily operations.For the "Support Service Operations Manager / IT Systems Specialist Unified Communication - Focus on Video Conferencing and Chat Solution Products", certain basic competencies must be possessed in order to fulfill the service:Education/training:- University or college degree in an IT-related (e.g., computer science, business informatics) or scientific (e.g., physics, mathematics) field or equivalent relevant skills and experience.Professional experience:The person assigned to provide the service must have in-depth knowledge of the following areas of an enterprise environment acquired in at least three years of professional experience:- Experience in the use of ITIL tools and within the framework of ITIL processes (ITIL-related actions)- Experience in creating, reviewing and controlling documents in accordance with ISO9001 and its revisions- Implementation and optimization of operating processes for unified communication solutions- Management of a team with more than two additional employees- Experience in operating unified communication solutions with more than 5,000 users.000 users- Deployment, administration and configuration of Unified Communication solutions- Experience in troubleshooting Unified Communication solutions incl. Logfile as well as network configuration analyses- Good language skills for working with English-language manuals and documents and for participating in telephone conferences and meetings with English-speaking participants. "IT Systems Specialist Unified Communication - Focus on Video Conferencing and Chat Solution Products" - 3.5 PJIn the following, the services of the "IT Systems Specialist - Unified Communication - Focus on Video Conferencing and Chat Solution Products" are understood to mean the independent installation, standard configuration and administration of set-up systems, in accordance with end customer requirements, within the framework of country and in-house specifications.The "IT system specialist - unified communication - focus on video conferencing and chat solution products" must have certain basic competencies in order to perform the job:Education/training:- Completed vocational training as an IT specialist or a recognized qualification in Germany in an IT-related occupation (e.g., information electronics technician) or a degree from a university or university of applied sciences in an IT-related (e.g., computer science, business informatics) or scientific (e.g., physics, mathematics) field or equivalent qualification. Professional experience:The person assigned to provide the service must have in-depth knowledge of the following areas of an enterprise environment acquired in at least two years of professional experience:- Experience in the use of ITIL tools and in the context of ITIL processes (ITIL-related actions).- Experience in the creation of documents in accordance with ISO9001 and its revisions.- Experience in the operation of central Unified Communication solutions more than 1,000 users.- Experience with maintenance work on Unified Communication solutions (e.g. log file directories, performance adjustments, import of service packs, configuration adjustments).- Experience in administration and configuration of Unified Communication solutions- Experience in analyzing event logs.- Experience in troubleshooting Unified Communication solutions including log files- Good language skills to work with English language manuals and documents and to participate in conference calls and meetings with English speaking participants.
