The client is currently carrying out various IT projects. IT consultants are to be involved in these. Comprehensive IT consulting is indispensable for the proper functioning of operations and the investigative activities of the police of the State of North Rhine-Westphalia and must be maintained at the highest level. The services to be tendered are specifically for consulting and development services for the PIAV-NRW project and the Findus product range.The state project Findus/PIAV consists of five sub-projects, all of which are responsible to the project management. This tender refers to service provider support in the sub-projects "Development" and "Test/QA". The subject of this invitation to tender is therefore the provision of consultancy, development, planning and controlling services. The tendered services relate exclusively to the PIAV-NRW project, including the services to be provided for the maintenance of the Findus clients and the associated Findus middleware, i.e. the entire Findus product range.The sub-project management will be carried out by employees of the LZPD or the LKA in the technical area.The contract will be concluded for a period of 36 months, starting on 01.01.2022. It can be optionally extended by a further 12 months if the client does not terminate the contract by 30 September 2024. Accordingly, the contract ends after 48 months on 31.12.2025 at the latest.

The Police Information and Analysis Network (PIAV) describes a system for the immediate and quality-assured provision of selected personal, case and property data from the participant systems of the state police forces, the Federal Police (BPOL), Customs and the Federal Criminal Police Office (BKA) in a jointly used network application at federal level for cross-state operational and strategic crime analysis. The PIAV system thus consists of an operational and a strategic component, including an early detection component.The PIAV project:The aim of PIAV is thus to create the system described above. As a prerequisite for achieving the goal, the Federal Criminal Police Office (BKA) provides the central systems and technical interfaces in the form of the composite application, which applies to both the operational and strategic components. Furthermore, the replacement of the Criminal Police Reporting Service (KPMD) is one of the goals, which means that a delivery to the various data entry files within the PIAV will be realized. For this purpose, a step-by-step procedure was decided in the network, in which a step-by-step expansion of the central data entry files is carried out at defined milestones. The main subject of the tender is therefore the provision of services for the finalisation of the last PIAV stages on the basis of the NRW subscriber system already in productive use. After project completion, the NRW system will enter the mode of care and maintenance. This phase is also the subject of this invitation to tender.The FINDUS procedure:The FINDUS procedure (case information search with system) serves as a subscriber system for the connection to the Police Information and Analysis Network (PIAV) of the State of NRW.With regard to further details, please refer to the performance specification!
