Description

Procurement of senior project managers (lot 1), program managers (lot 2) for the implementation of various IT projects.
IT projects in the HZD are carried out in accordance with the methods and processes defined in the "Projects" procedure model. This model takes into account all current guidelines specified by the country.Project durations are generally between one and up to four years, project team sizes are between 5 and 30 people, and personnel resources for management functions are generally between 100 person-days and 5 person-years.Senior project managers generally carry out larger projects independently. Project managers are characterised by a high level of professional experience in several large projects.Larger projects in the HZD are characterised by the fact that they have:- a project budget of more than EUR 500,000 gross,- at least 2 sub-projects and- more than 10 cross-organisational interfaces and corresponding communication relationships.Essentially, the following project management services are to be provided for a larger IT project:- Setting up and implementing the IT project,- Controlling the project teams,- Clarifying the scope of services (scopes),- Formulating a sprint target,- Preparing Daily Scrum (process model of project and product management, in particular for agile software development), Sprint Planning, Sprint Review or Sprint Retrospective,- Structuring the project targets and their requirements for the project,- Compiling the project requirements, if necessary, as a Product Owner as a product owner, prioritize and manage requirements for the project,- divide requirements into tasks and distribute them to individual project members,- clarify, structure and manage requirements for the individual deliverables or objects (requirements management). -Project planning incl. milestone planning using MS Project,- Planning and control of work packages with regard to deadlines, use of resources and costs,- Management of project risks (risk management),- Project communication in the sense of stakeholder management internally (within the project) and externally (e.g. project steering committee),- Project controlling with regard to adherence to deadlines, use of resources and costs,- Quality assurance of the project results incl. the deliverables,- Documentation of the project results with regard to deadlines, use of resources and costs,- Project controlling with regard to adherence to deadlines, use of resources and costs planning and controlling of the trial operation on the basis of the ITIL-based regulations of the HZD (The Information Technology Infrastructure Library (ITIL) is a collection of predefined processes, functions and roles that are typically found in every IT infrastructure of medium-sized and large companies),- planning and controlling of the transfer of IT procedures into regular operation.The external IT project managers provide their services using the following tools:- Microsoft Office 2010 ff. (in particular Outlook, Word, Excel, PowerPoint),- Microsoft Project 2010 ff,- Microsoft Visio 2010 ff,- Microsoft SharePoint 2010 ff with corresponding team rooms for projects,- Remedy IT Service Management Suite,- JIRA (tool for requirements and defect management),- Management Information System MIS - HZD product for documentation and reporting of project key figures,- other project-dependent tools, if applicable.Senior Project Managers must have the following basic competencies to perform.Professional experience:- At least 60 months (5 years) of professional experience in the management of a total of at least 5 projects with project teams consisting of at least 20 employees, whereby the duration of a project must be at least 1 year,- At least 2 years of experience in the creation and maintenance of (technical) concepts as well as their implementation for operational organisation or migration projects,- Experience in the implementation of major projects in a matrix organisation,- Experience in management functions and in advising management,- The above-mentioned project management services must have been performed in the management of these projects. This includes experience in the use of the above tools.The above experience must relate to performance in the IT industry and must not date back more than 10 years.Education/training:Bachelor's degree or diploma (FH) in an IT-related discipline (e.g. business informatics) or comparable knowledge and skills acquired in practice.Completed project management training in accordance with at least one of the following certificates:- APMG PRINCE2 Practitioner,- APMG PRINCE2 Foundation,- GPM/IPMA Level D Certified Project Management Associate,- GPM/IPMA Level C Certified Project Manager,- GPM/IPMA Level B Certified Senior Project Manager,- GPM/IPMA Level A Certified Project Director,- PMI Project Management Professional PMP,- PMI Program Management Professional PgMP. IT projects in the HZD are carried out in accordance with the methods and processes defined in the "Projects" procedure model. The project duration is usually between one and four years, the project team size between 5 and 30 persons and the personnel resources for the management functions usually between 100 person days and 5 person years. Program Managers are characterized by many years of professional experience in several large projects as well as by the management of 2 programs.Program Management includes the management of a large project with several projects and sub-projects with a duration of more than one year, which are bundled into one program to achieve a strategic goal and are characterized by high complexity.For the IT programs of the HZD, the following program management services are essentially to be provided:- Overall control, tracking and coordination of the individual projects of an IT program to achieve a strategic goal,- Clarification and structuring of the program goals and the requirements for an IT program at the HZD Directorate level and, if necessary, at the State Secretary level,- Clarification and structuring of the program goals and the requirements for an IT program at the HZD Directorate level and, if necessary, at the State Secretary level. program controlling with regard to adherence to schedules, use of resources, and costs,- quality assurance of program results,- management of changing program goals and requirements (requirements and change management) at the HZD Directorate level and at the State Secretary level,- management of program risks (risk management) at the HZD Directorate level and at the State Secretary level,- Program communication internally (within the program) and externally to the HZD Directorate level and Secretary of State level and advising management,- Setup, tailoring, and execution of one or more concurrent IT project(s),- Management of multiple project teams,- Clarification of scope of work and structuring of project objectives and requirements,- Clarification, structuring, and management of requirements for individual deliverables or objects (requirements management),- Management of requirements for individual deliverables or objects (requirements management) -Project planning incl. milestone planning using MS Project,- Planning and control of work packages with regard to deadlines, use of resources and costs,- Management of project risks (risk management),- Project communication in the sense of stakeholder management internally (within the project) and externally (e.g. project steering committee),- Project steering board Project controlling with regard to adherence to deadlines, use of resources and costs,- Quality assurance of the project results including the deliverables,- Documentation of the project results,- Support of change processes in the structures affected by the project.The external IT program managers provide their services using the following tools:- Microsoft Office 2010 ff. (especially Outlook, Word, Excel, PowerPoint),- Microsoft Project 2010 ff,- Microsoft Visio 2010 ff,- Microsoft SharePoint 2010 et seq. with appropriate team spaces for projects,- Remedy IT Service Management Suite,- JIRA (tool for requirements and defect management),- Management Information System MIS - HZD product for documentation and reporting of project metrics,- Other project-dependent tools as appropriate.Program Managers must possess the following basic competencies to perform.Professional Experience- A minimum of 84 months (7 years) of professional experience managing projects with a minimum of 30 team members and a minimum of 4 sub-projects.- Further, a minimum of 48 months of professional experience in program management in at least 2 programs, each program must have included a minimum of 5 projects with a total of 30 team members.- In managing these projects and programs, the above program and project management accomplishments must have been performed. This includes experience in the use of the above tools.- Experience in management roles and advising management.- Experience in the delivery of major projects in a matrix organization.All experience relates to performance in the IT industry and does not extend back more than 10 years. Experience in program management does not date back more than 5 years.Education/trainingMaster's degree or diploma (Univ.) in an IT related discipline (e.g. Business Information Systems) or comparable knowledge and skills acquired in practice.Completed project management training according to at least one of the following certificates:- APMG PRINCE2 Practitioner,- APMG PRINCE2 Foundation,- GPM/IPMA Level D Certified Project Management Associate,- GPM/IPMA Level C Certified Project Manager,- GPM/IPMA Level B Certified Senior Project Manager,- GPM/IPMA Level A Certified Project Director,- PMI Project Management Professional PMP,- PMI Program Management Professional PgMP.
