Germany - Invitation to tender for a framework contract for support in requirement engineering as part of the "MINTvernetzt" project

1. general information about the tender

In order to bring possible funding programs closer to the STEM community, a crawler is to be programmed that displays certain databases (e.g. BMBF funding with certain keywords...) as a news ticker. For this purpose, requirements for the tool are to be specified and managed with the help of a freelancer in requirement engineering. For this purpose, a framework agreement is to be concluded between matrix gGmbH as the responsible partner of the project and a service provider. The target start date is 27.10.2023. The framework agreement will run until 30.09.2025 at the latest.

The "MINTnetworked" project

The project "MINTvernetzt" started on 01.05.2021 and has a project duration of five years. This is a joint project, more information about the partners can be found in the attached document.

The project aims to create a service and contact point for STEM stakeholders from all sectors in Germany. The goal is to establish a nationwide network between actors and organizations that are already implementing STEM education programs locally and regionally or could potentially do so. Transfer services between the actors are to be made possible and innovative approaches and formats for STEM education are to be promoted. In this context, the networking center will offer (potential) actors in the field of STEM education numerous services and offers in analog and virtual space.

In order to digitally represent the work of the networking center and to promote exchange, the development of a MINT-E platform is planned. According to the current status, this will include a homepage, a data lab and a community platform. This platform has already been published and has its first features. It is already possible for actors to create a personal profile as well as a profile of their organization, to view projects and events and to participate. The collaboration/community platform will include further digital tools that support the work of STEM actors in Germany, e.g. to communicate or to finance themselves. The platform can be accessed at https://community.mint-vernetzt.de/. The collaboration/community platform should include other digital tools that support the work of Germany's STEM stakeholders, e.g., when it comes to financing projects.

2. task outline of the framework agreement

2.1 Service description

In order to support the web development team of the MINT-E platform, we are looking for a freelancer in the field of requirement engineering, who will accompany and support the project. The task is to specify and manage requirements, especially for a fundraising tool for STEM stakeholders.

Information on the individual steps to be taken in the development of the fundraising tool can be found in the attached document.
The special feature of this tool should be the specification of the target group and its needs and usage behavior.

The following service is the subject of this tender and should be fulfilled by the service provider:

Framework contract

A framework agreement in the form of ongoing support is to be concluded between matrix gGmbH and the service provider. The billing is to be offered via a monthly hourly quota. A maximum of 20 hours per week is planned for handovers or peak times.

2.2 Period and budget of the service provision

The service provision is expected to start on 27.10.2023 (incl. objection period) after the award of contract by matrix gGmbH. Information on the award of contract will be provided on 16.10.2023. A briefing will be held shortly after the award of contract, which will be organized by the client.

The framework agreement has a term of one year, 11 months and 3 days (or according to the start date) until 30.09.2025. In the course of the framework agreement, funds amounting to a maximum of 100,000 euros including the statutory value added tax are available. The budget does not have to be used in full by the client.
