CALL FOR TENDERS
KATIVIK MUNICIPAL HOUSING OFFICE (OMHK)

PUBLIC NOTICE is hereby given that sealed bids addressed to the Project Manager's office :
The Office municipal d'habitation de Québec, (OMHQ)
110 de Courcelette Street,
Quebec City, Quebec G1N 4T4 (1st floor)
will be received before 2:00 p.m., local time, THURSDAY, MARCH 25, 2021, to be opened publicly at the same location, on the same day, at 3:00 p.m.
This call for tenders is for a SINGLE PROJECT to be carried out in ONE NORTHERN VILLAGE of Nunavik, with work to be carried out in TWO PHASES. Each phase has its own number, namely :
INUKJUAK RENOVATIONS 2021 PHASE No.: KMHB 2021-17
RENOVATIONS 2022 PHASE No.: KMHB 2022-02

Each phase has its own submission form. The sum of these two amounts, presented in the bidding formula for each of the phases listed above, will constitute the overall bid value considered in determining the lowest bidder.
The Bidder is required to equitably allocate the amounts in the two bidding formulas for the respective phases. In addition, any imbalance that is not representative of the amounts committed for each of the phases could be subject to a redistribution of the amounts unilaterally by the professionals, in an equitable manner. Once the contracts have been awarded, each phase of the main construction contract will be treated as a separate contract with its own considerations, as it would have been if they had been awarded separately from each other.
OTHER TENDERS
This individual call for tenders is part of a group of two (2) separate and independent calls for tenders identified below as "Other Calls for Tenders - Northern villages of Nunavik - available on SEAO". Each call for tenders is for a phased project, which will take place in a single Nunavik Northern Village independently of the other Northern Villages. It is possible to bid on one or more villages.

SPECIFIC ARRANGEMENTS
With reference to Article 5.2.7 of Section 00 80 10 - Additional General Conditions, the method of execution of this work will be of the type :

Consecutive PERFORMANCE BUILDING AREA for the designated portion of the work to be carried out in the summer of 2021;
DEFERRED PERFORMANCE BUILDING for the designated portion of the work to be carried out in the summer of 2022.

The tenderer must refer to the specific indications in the specifications for the work assigned to either year of work.

No visits are planned for this project by the OMHK. To have access to the site prior to submitting a bid, please contact the project manager.
This contract is subject to the Government of Quebec's agreements on the liberalization of government procurement:

Agreement on Internal Trade ;
Agreement on Trade and Cooperation between Quebec and Ontario (ATCQO);
Agreement on Liberalization of Government Procurement in Quebec and New Brunswick (2008) (AQNB) ;
Intergovernmental Agreement on Government Procurement between the Government of Quebec and the Government of the State of New York (AQNY).

TENDER GUARANTEES
Bids must be accompanied by a bid security, in the form of a certified cheque or bid bond, in an amount equal to ten percent (10%) of the amount of the bid submitted. The whole, valid for a period of forty-five (45) days and made payable to or in favour of the Employer, the Kativik Municipal Housing Bureau (OMHK).
Bidding contractors are responsible for the selection of subcontractors, both for their creditworthiness and for the content of their bids, and must ensure that they hold the required licenses and permits.
Public Bid Opening Process
As a result of Order number 2020-014 of the Minister of Health and Social Services dated April 2, 2020, the OMHQ must modify the bid opening process in order to comply with the Public Health Act, chapter S-2.2, concerning the order of measures to protect the health of the population in connection with the COVID-19 pandemic.
As a municipal body, OMHQ-SOMHAC must comply with the contracting rules applicable to the municipal sector. Bids will be opened without the presence of the bidders or any other members of the public. OMHQ-SOMHAC will produce an audiovisual recording of the opening of bids that it will make available, as soon as possible, in the electronic call for tenders system (SEAO).
Consequently, contractors must submit their tenders in a sealed envelope, as indicated in the specifications, to the address indicated on the call for tenders, prior to the scheduled tender opening time. However, given the exceptional situation that currently prevails, our offices are open Monday to Friday between 1:00 p.m. and 4:30 p.m.
NOTE TO THE BIDDER
OMHK does not undertake to accept the lowest or any of the bids received. Furthermore, the OMHK could only sign an agreement with a bidder if the Société d'Habitation du Québec had approved the necessary funds.
