Description
IPO project :
Improving the quality of care and the efficiency of Quebec's health system requires a good level of computerization. One of the fundamental foundations of the computerization of the health system is the unique and uniform identification of users receiving care and services.
Ongoing organisational changes in the RSSS and priority projects highlight the need to strengthen the implementation of User Identification Management (GIU). The unique identification of each user is an essential prerequisite for the sharing and circulation of health information.
It is in this context that an organizational patient index solution (IPO) was identified, through a competitive bidding process, in order to become the single solution for all RSSS institutions.
The implementation of a software system for the IPO, which is unifying and compliant with the GIU (User Identification Management) normative framework, will become the cornerstone for all clinical information exchanges within an institution. This software system will become, in each establishment, the authority system for managing the unique identification of each user.
The MSSS has designated CIUSSS NIM as the lead institution for the IPO. As a result, the IPO Operational Centre (CO-IPO) was created.
1.02 Needs
The person sought must possess strong technical knowledge and skills to meet the needs of institutional integration architecture in the context of a provincial deployment.
More precisely, it must be able to carry several technical files simultaneously and support institutions in their choice of an orientation allowing the integration of the IPO into their ecosystem.
It must be able to influence, through its expertise, and maintain harmonious relations with internal and external stakeholders while ensuring that architectural proposals made to institutions correspond to the MSSS' orientations in relation to other Unified Information Systems (SIU).
Reporting directly to the Chief Technology Officer and Deployment Support, the requirements for the position of Integration Architect are as follows:
Main activities :
Carry out design, analysis and synthesis work to ensure the integration of the IPO solution into the ecosystem of the facilities for which it is responsible;
Evaluate, for assigned facilities, the components to be deployed in pre-production to ensure that it will allow the required validations to be performed leading to the acceptance of the IPO solution;
Develop strategies to validate each point of integration of the solution into the pre-production environment of the facilities;
Participate in follow-up meetings with institutions to ensure the successful implementation of IPO deployment projects;
Support the lead institution (CIUSSS NIM) by proposing and validating deployment strategies to minimize operational impacts and ensure technological consistency when updating the IPO;
Act as a technical expert to facilitate the implementation of agreements with suppliers;
Provide support and advice to CO-IPO team members and institutional architects to ensure consistency in all aspects of the project;
Propose an integration architecture in line with the MSSS's technological decisions and orientations to institutions. Respect the technical guidelines of the project;
Promote efficient and effective solutions that are close to the target while being consistent with the organization's needs, when a transitional architecture is required;
Document the guiding principles for the implementation of the IPO and ensure its compliance;
Define standards and best practices for the various integration models adopted by the institutions in order to facilitate future deployment processes;
Liaise between the CO-IPO, its partners and institutions to resolve technical dependencies, problems and risks;
Provide a credible advisory role to institutions;
Act as an agent of change;
Perform any other related tasks requested by his/her supervisor.
Qualifications :
Have a university degree in computer science and 10 years of relevant experience in information technology or a college diploma in computer science (or in a related discipline) and 15 years of relevant experience in information technology;
Experience with clinical and clinical-administrative systems integration architecture (Patient index, laboratories, medical imaging, pharmacy, DCI, EMR, other);
Experience with interface machines and their particularities;
Experience with SDDC-type infrastructures;
Experience with large-scale information technology projects deployed in a high availability infonuagic environment;
Able to work on several projects simultaneously and effectively manage several tasks;
Demonstrate knowledge and experience in an Integration Architect position;
Have a good knowledge of the French language both orally and in writing;
Have experience in the field of information technology in the Quebec Health and Social Services network;
Knowledge of web services (REST API) and HL7 clinical computerized data exchange;
Knowledge of Logibec and Infor products;
Good understanding of industry best practices, particularly with respect to architectural methodologies;
Have a good knowledge of Office 2010 office software (Word, Excel, PowerPoint, Visio);
Knowledge of unified information systems (SIU), more particularly Interoperability and the Provincial Computer Processing Centre (an asset).

Requirement of the position:
Travel required in Quebec;
Workplace at Rivière-des-Prairies Hospital.
1.03 Resource Requirement
Detain:
10 years of experience in the health field;
15 years of relevant experience in information technology;
Have worked for at least 5 years as an IT integration architect;
Have contributed to at least one major project over the past 5 years.
The CO-IPO's mission is to operationalize the province-wide mandatory IPO solution in order to improve the level of services to the population. To this end, it is important that the person in this position can have good interpersonal skills, be rigorous and do a good job.
1.04 Duration
The contract will be for a period of one (1) year with the possibility of renewal for an additional two (2) years, for a maximum total duration of three (3) years.
