Description

The management of the Giessen correctional facility intends to award a new service concession for prison telecommunications to the Giessen correctional facility. Licence period: 1.1.2020 to 31.12.2024. The licensee must install and operate at his own risk a state-of-the-art prison telecommunications system in the prison which is used exclusively by prisoners. The space or premises required for this purpose shall be made available to the concessionaire by the correctional facility. The costs of installation, operation and maintenance of the entire plant as well as the economic risk shall be borne by the concessionaire. The existing cabling in the buildings shall be the property of the State of Hesse and shall be made available for use within the framework of the concession. Prisoner telecommunications are operated exclusively by the licensee's personnel. There is no provision of personnel by the JVA. The JVA Gießen is divided into 2 execution departments: Department 20 for Closed Execution (Main House, Prison and Detention) and Department 21 for Open Execution (Wolfgang-Mittermaier-Haus). The tender for a prison telephony installation shall relate exclusively to the main establishment. The execution of the prison sentence for male prisoners and remand prisoners of the Giessen correctional facility is subdivided in the main facility according to the structural conditions into two areas, which are assigned to a common execution department (area A = A-wing with 57 prison places and area B = B-wing with 68 prison places). The main building, for which a telecommunications system is already in operation, had an average occupancy of 119 prisoners in 2018. As service reception for the main prison of the JVA Gießen it is desirable to have 4 vandalism and manipulation-proof intercoms in the different prison wings A and B for outgoing conversations, which are used exclusively by the prisoners of remand.
