Description
The contract is part of the implementation of a telephone cascade system that allows a person to manage the telephone numbers that, in case of an incident or problem, can be reached in order of priority. The identification of the manager (the person who registers and manages the numbers) and of the person concerned (who is involved in a problem or incident) is done by the National Registry number. A telephone cascade of this type is used for the "Allo Parents" service. The "Allo Parents" service has been active since 2009 and its objective is to associate a telephone cascade (list of telephone numbers) with a Kids-ID card. Thus, a parent can activate the service when receiving a Kids-ID and communicate a specific "Contact Parent" code as well as a list of telephone numbers to call in case of a problem (e.g. danger) with the child. The "Contact Parent" code is provided by the municipality after the Kids-ID is requested. A person who finds a child in danger can call the general cascade number, 078 150 350, and communicate the child's National Registry number. The various numbers on the list are automatically dialed until someone picks up. If, at the end of the cascade, no one answers, the call is automatically transferred to Child Focus, which is accessible 24 hours a day. The key to reaching the parents is the telephone number (078) and the National Registry number of the child, which is indicated on the Kids-ID. Allo Parents is a solution that allows anyone who finds a child in a problematic situation to quickly and directly contact a parent (or any other trusted person if the parent cannot be reached). The service is available in Belgium and abroad. The purpose of this contract is the takeover by the successful bidder of the entire existing service, the maintenance, support and monthly reporting, as well as the takeover of the related technical solution.
