Description

The Republic of Peru, through the Ministry of Economy and Finance, invites eligible bidders to submit sealed proposals for the implementation of a flow and event engine software for the SIAF-RP (Integrated Financial Administration System for Results-Based Budgeting).

This initiative is part of the Inter-American Development Bank (IDB) financed Project for Improving Public Sector Financial Management through Digital Transformation.

The procurement will follow single-stage, two-envelope bidding procedures under IDB acquisition policies. The Best Final Offer (M.O.F.) and negotiation mechanism will be applied.

Qualification requirements include:

- eligibility and legal compliance
- proven contractual performance history
- financial soundness
- relevant experience and qualified key personnel
- documentary evidence supporting all criteria
