Description

The Inter-American Development Bank (IDB) is seeking consulting services to implement an end-to-end verifiable credential system for Jamaica, using the open-source Inji stack (Inji Certify, Inji Wallet Mobile and Web, Inji Verify).

The first use case will be integrated with the Ministry of Labour and Social Security (MLSS), specifically the National Insurance Scheme (NIS). The solution must:

- comply with international standards: World Wide Web Consortium (W3C), OpenID Connect for Verifiable Credential (OIDC4VC), and OpenID Connect for Verifiable Presentations (OIDC4VP)
- include DevOps practices and automated testing to ensure reliability, scalability, and security
- be delivered over an 8-month consultancy period

The estimated budget is 150,000 US dollars and the submission deadline is 9 September 2025.
