The Naval Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a firm fixed price contract, on a sole-source basis, to Aeroflex Wichita, Inc., Wichita, KS (Cage: 51190) to provide services necessary to inspect, repair, calibrate and return the IFR 6000 Avionics Test Set (NSN 4935-01-587-3942) to operational condition and to ensure Fleet readiness.
 
Aeroflex Wichita, Inc. is the only known source with the knowledge capable of maintaining configuration control of the design, development, and manufacturing process of the equipment they are the original equipment manufacturer (OEM) and retains all the proprietary/technical data rights. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1, therefore, a solicitation is not available for this procurement.  THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government.  A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.  Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
