Description
The National Electricity Administration (ANDE) of Paraguay is seeking qualified contractors for the design and execution of hydro-electromechanical rehabilitation and modernization works at the Acaray–Yguazú Hydroelectric Complex. This international public bidding process (ANDE–IDB No. 1903/2025) is part of a broader initiative financed by the Inter-American Development Bank (IDB) to enhance the reliability, efficiency, and sustainability of Paraguay’s energy infrastructure.
The scope of the contract includes:
• engineering design for the rehabilitation and modernization of hydroelectric facilities
• supply and installation of hydro-electromechanical equipment and systems
• execution of civil, mechanical, and electrical works necessary to upgrade the complex
• testing and commissioning of all installed systems to ensure operational readiness
The project will be implemented under a multi-year budget framework, with certified funding
for 2025 and anticipated allocations for 2026, 2027, and 2028.
The tender has received the required "No Objection" from the IDB and complies with Paraguayan procurement regulations.
