Description

1Preamble
The second largest school network in Quebec, the Centre de services scolaire Marguerite-Bourgeoys (CSSMB) serves 72,000 students in 102 schools (75 elementary schools, 14 high schools, 3 specialized schools, 6 vocational training centers and 4 adult education centers).
The CSSMB is located on the West Island of Montreal, and its territory covers 13 municipalities and seven Montreal boroughs: Lachine, LaSalle, L'Île-Bizard/Sainte-Geneviève, Outremont, Pierrefonds/Roxboro, Saint-Laurent, Verdun, Baie-D'Urfé, Beaconsfield, Côte-Saint-Luc, Dollard-des-Ormeaux, Dorval, Hampstead, Kirkland, L'Île-Dorval, Montreal West, Mont-Royal, Pointe-Claire, Sainte-Anne-de-Bellevue and Senneville.

2Purpose
2.1 As part of the present project, the CSSMB wishes to acquire new, non-discontinued janitorial equipment from one SUPPLIER per LOT. The acquisition of these Goods includes, among other things, the following costs and services: delivery and installation at the location agreed upon by the CSSMB, training for Users, full maintenance during the manufacturer's warranty period (parts and labor), travel, parts availability and customer service. The prices per ITEM submitted (ITEMS 3.5a to 3.5p of LOTS 1 to 9) in APPENDIX 2 - PRICE SCHEDULE include all the above services and costs;

2.2 The CSSMB also wishes to retain the Services of a SUPPLIER to perform repairs and/or maintenance on the "janitorial equipment" currently owned by the CSSMB, but for which the manufacturer's warranty is no longer valid. This Repair Service includes, but is not limited to, the following costs and services: travel and transportation, Technician(s), delivery and installation of parts if required, training for CSSMB Users if required as a result of a repair, a warranty period (parts and labor) as a result of a repair/installation of parts, and customer service. Thus the Prices and Percentages submitted (ITEMS 4.A to 4.C of LOT 10) in APPENDIX 2 - PRICE SHEET include all the above services/work and expenses;

2.3 SUPPLIER shall provide in the submitted Prices and Percentage that it assumes all costs of packing, transportation, storage, licenses, insurance, brokerage, customs, unloading of material and all risks to be borne by it as seller. Prices quoted shall also include the cost of labor and equipment required to perform the Contract, as well as overheads, administration costs, reports, travel expenses, profits and any other indirect costs inherent in the Contract which may also be mentioned in the Quotation;

2.4 The CSSMB awards the Contract by LOT (ITEM or group of ITEMS) to the compliant BIDDER who has proposed the lowest price for a LOT. The BIDDER may therefore submit a Price for one or more LOTS. Thus, for a LOT to be awarded, the BIDDER must submit a Price in APPENDIX 2 - PRICE SHEET for each ITEM of the LOT on which he is bidding, failing which his Bid will be considered non-compliant for that LOT. In the case of LOT 10, the TENDERER must also submit a Percentage;

2.5 Prices and Percentages submitted are valid and firm for the entire duration of the Contract.

3Descriptions of GOODS (ITEMS 3.5a to 3.5p of LOTS 1 to 9 inclusive):
3.1 Each of the Goods (Devices) is described in this section with reference to an ITEM number. A LOT may contain one or more ITEMS (Goods). Each ITEM must meet all the Minimum Requirements. These are numbered in each of the tables corresponding to an ITEM;

3.2 The BIDDER must propose Goods to meet the specific needs of use of the CSSMB. In particular, these Devices must meet the Minimum Requirements for performance, recent technology and good user-friendliness, sturdiness and safety. For reference purposes, the BIDDER may refer to the manufacturer/brand and model listed for each ITEM mentioned in paragraph 3.5. However, all the Minimum Requirements for each of the ITEMS mentioned therein must be met. For example, for ITEM 3.5a mentioned in paragraph 3.5 a), if the model named in reference, i.e. the NOBLES / SS 350, does not come with a battery or scouring pads, the SUPPLIER must ensure that in his Price per ITEM submitted in APPENDIX 2 - PRICE SHEET , all the Minimum Requirements are met and included in his amount and that consequently, a battery/ 2 scouring pads are included in his Price ;

3.3 To be compliant and as indicated, each of the Goods proposed (ITEMS 3.5a to 3.5p) by the BIDDER must meet all the Minimum Requirements listed in the table of the corresponding ITEM. In order to validate this compliance, the BIDDER must attach the relevant Technical Data Sheet (and any other related documentation) for each of the proposed ITEMS when submitting its Bid. The Data Sheet for each ITEMS is therefore mandatory;

On each Data Sheet, the SUPPLIER must;


indicate the ITEM number (Column B of APPENDIX 2 - PRICE SHEET) corresponding to the Goods offered;


highlight in yellow the Minimum Requirements described in the table for each ITEM, and


indicate/reference the numbers (between 1 and 13) corresponding to the Minimum Requirement indicated in the table.


The tables for each of the ITEMS can be found in paragraph 3.5 of this Specification.



3.4 In addition, to be compliant, the TENDERER must enter in its APPENDIX 2 - PRICE SCHEDULE for each of the ITEMS meeting all Minimum Requirements on which it is bidding;


the name of the manufacturer/brand,


complete model name/number and


Price per ITEM (excluding all taxes).



EQUIVALENT GOODS (SEE REGIE document)

a) Quotation

The characteristics and descriptions of the Goods sought by the PUBLIC BODY are indicated in the Quotation. The TENDERER may, however, propose during the Tender process a Good different from those requested, provided that the characteristics of this Good are equivalent or superior to those indicated in the Quotation.

b) Equivalence

Where applicable, the TENDERER must submit to the PUBLIC ORGANIZATION a request for equivalence in accordance with clause 1.02. This request must be sent to the PUBLIC ORGANIZATION TWELVE (12) working days before the closing date and time set for the receipt of Tenders. Any request for equivalence must include a Technical Data Sheet describing the proposed Good and any other relevant information, such as the related ITEM number indicated in the Quotation.
This Technical Data Sheet must be submitted in accordance with paragraph 3.3 of the Quotation, in particular points a), b) and c).
In this way, the request must be sufficiently documented for the PUBLIC ORGANIZATION to be able to evaluate it. It is the responsibility of the APPLICANT to demonstrate equivalence and to comply with the process prescribed by the PUBLIC BODY for this purpose. All costs associated with the demonstration of equivalence are the responsibility of the BIDDER...
