Description
The Republic of Paraguay, through the Ministry of Public Works and Communications (MOPC), is inviting proposals for the hiring of a Specialized Technical and Operational Advisor (ATOE). This role will support the development of the investment plan and the launch of operations for the Operational Management Unit (UGO Alto Paraná), which will oversee the technical and commercial management of new drinking water and sanitation systems in the Metropolitan Area of Ciudad del Este (AMCE).
The project is financed by the Inter-American Development Bank (IDB) and the Japan International Cooperation Agency (JICA). The procurement process follows the IDB’s Alternative Procurement Arrangement, using a single-stage, two-envelope system.
No preference will be given to national contractors.
Bidders must meet legal, financial, and technical requirements, including proven experience in:
- managing and operating large-scale water and sanitation systems
- user cadastre and micrometering
- hydraulic modeling
- treatment plant management
Evaluation will be based on quality and cost, with emphasis on technical expertise and experience.
