Description

This contract is a public service contract for the provision of health and safety coordination services in the project phase and/or in the implementation phase as part of the renovation/restoration of the site of the Royal Conservatory of Music in Brussels - The site of the Royal Conservatory consists of several buildings located in the block formed by the Rue de la Régence, the Petit Sablon and the Rue aux Laines in 1000 Brussels. A monumental concert hall, a library as well as the French- and Dutch-speaking conservatories are grouped together in this unique complex of buildings;- All the buildings on the site (original conservatory, library, mansions, director's house) are subject, in whole or in part, to heritage protection measures;- Some parts are dilapidated and present risks for third parties and for which specific protection measures are expected;- For information, the objectives of the project for the consultancy firm are formulated as follows:-- the restoration of the buildings (envelope + interiors) with restoration interventions for buildings (including interior decorations) of heritage value;- the response to the needs of users who suffer in particular from a lack of specific spaces and premises (library, spacious rehearsal room, dressing rooms for musicians, chamber music room, studios... see the link with the programme of requirements);- the programme makes a distinction between spaces that should be accessible to the public and those that should not be. It also made a few remarks which should be taken into account in the development proposals (e.g. connection/proximity between different premises, etc.);- ensure the structural and coherent reorganisation of the various buildings on the site and activities/functions: functionality, circulation, accessibility (including PRM), access control, signage, etc.;- ensure the comfort and acoustic quality of the premises according to their purpose;- integrate the project into the issues of sustainability and ensure compliance with the regulations on energy performance;- renew (if necessary) and bring the technical installations up to standard: fire, security, special techniques (heating, ventilation, air conditioning)...;-- enhance the site, in particular by lighting;-- provide quality landscaping, particularly within the blocks;-- draw up a project and its management plan with a view to easy and inexpensive use;-- give the site, including the library, the visibility necessary for its influence;-- set up an access control system;-- restore the organ.The work budget is currently estimated at 47 643 357,18 EUR excluding VAT for the buildings, of which 1 375 000 EUR excluding VAT for the restoration of the organ. The services of the coordinator are carried out by a competent service provider with regard to the conditions for exercising the function of coordinator, as laid down by the Royal Decree of 25.1.2001 concerning temporary or mobile building sites and of 19.1.2005 amending the Royal Decree of 25.This service contract comprises three phases, of which only the first is fixed and the following are conditional: - fixed phase: "project phase - building", - conditional phase 1: "execution phase - building", - conditional phase 2: "execution phase - organ". The contracting authority is the SA Conservatoire. Beliris acts as delegated project manager.
The mission of the coordinator is to coordinate the integration of prevention in the project. This means ensuring that the MO and the project owner take into account - particularly when making architectural and technical choices, planning the work phases and forecasting the execution deadlines - the principles of prevention of risks that may occur during the execution of the work or during subsequent work carried out on the building (during renovation or maintenance work, for example).The services that are the subject of the assignment will be drawn up by the coordinator on the basis of the documents made available to him, in close cooperation with the administration, the project manager(s), the companies involved in the project and their respective prevention advisers. It is understood that all the documents requested by the coordinator in the context of his mission will be provided to him by the parties concerned, free of charge and within the required deadlines. Overall coordination: It is possible that one or more projects and/or worksites overlap partially and need to be coordinated. Concessionaires: Dealer relocation or installation work may take place at the same time as the work described in the special specifications; it must therefore also be subject to the health and safety coordination provided for in this SCC. This work will not be subject to a specific remuneration for coordination and is not added to the amount used as a basis for calculating the lump sum. The deadlines specified in the special conditions of contract are imperative and mandatory. The mission of the successful tenderer must be carried out within deadlines compatible with those granted to contractors or engineering offices and variable with regard to the importance of the works or studies.
