This is a SOURCES SOUGHT Notice for market research purposes only. The U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) is seeking all interested sources capable of performing preventative maintenance of airport x-ray systems located in Honolulu, Kahului, Kapalua, Lanai, Kailua Kona, and Hilo. These machines are part of the agency's pre-departure operations for agricultural inspections in support of the Hawaiian and Territorial Quarantine stipulated within CFR Part 318.
Work involves servicing approximately 80 x-ray systems manufactured by Smiths Detection, which include and are not limited to the following models: HI-SCAN 100100V, HI-SCAN 6040, HI-SCAN 7760I SCANVAN, HI SCAN 7555i, and HI-SCAN 100100T. Service shall include annual preventative maintenance, annual radiation survey, unscheduled regular and emergency repairs on an as-needed basis. The contractor shall provide on-site repair service with coverage 24 hours a day, 7 days a week, 365 days a year. Contractor shall be required to respond on-site to emergency repairs within 24 hours from the time the call is received. Contractor shall provide unlimited access to a Technical Support Help Desk available 24 hours per day, 7 days per week.
All interested parties are invited to submit capability statements for acquisition planning purposes. The following outline is recommended (5-page limit):
1) Company name, address, point of contact information, and DUNS number
2) A statement of capability which demonstrates the following:
(a) Ability to respond on-site to Honolulu, Kahului, Kapalua, Lanai, Kailua Kona, and Hilo airport locations within 24 hours for emergency repairs;
(b) Ability to acquire all necessary brand name manufacturer replacement parts for immediate repair and regular service of the specified systems;
(c) Ability to provide personnel with the necessary technical expertise to service and repair the specified systems; and
(d) Relevant past performance information for efforts of similar scope within the last three years, including contract number, indication of whether your firm acted as a prime or subcontractor, detailed description of work performed, government/agency point of contact and current email and telephone number. (Note: Prior government contract work is not required for submitting a response.)

The appropriate NAICS code for this procurement is 811219 with a small business size standard of $20.5 million.Â
