will be received at the City Hall reception desk until 11:00 a.m. (11:00 a.m.) on FEBRUARY 15, 2021. No bids received after the deadline will be accepted and will be returned to the bidder unopened.
The bidder must provide inside its sealed envelope ONE (1) USB key(s), containing an unlocked electronic copy of the original papers placed in this envelope. The USB key(s) must be clearly identified, as appropriate, by the words 'COPY No (number) and project number.
Individuals and companies interested in this contract may obtain bid documents from the Electronic Tendering Service (ETS) by contacting representatives by telephone at 1-866-669-7326 or 514-856-6600, or by visiting the website: www.seao.ca . Documents can be obtained at the cost established by the OACS.
Only bids submitted on specially prepared tender forms and submitted in triplicate in sealed envelopes, identified with the project number, will be considered. Bids that do not meet any of the eligibility and compliance requirements described in these specifications may be rejected.
To be eligible to submit a bid, the bidder must meet the following criteria and provide the documents specified below, failing which its proposal will be automatically rejected :
A bid deposit equal to ten percent (10%) of the total amount of the bid, in the form of a certified cheque, money order or bank draft issued by a financial institution and payable to the Town of Kirkland; or
A bid bond corresponding to ten percent (10%) of the total amount of the tender issued by an insurance company having its place of business in Quebec, valid for ninety (90) days from the date of opening of tenders.
All the required documents mentioned in Article 12 of the general specification.
The City does not undertake to accept the lowest bid or any of the bids received without incurring any obligation or expense of any kind to the bidder(s).
The City may also reject any bid that has been subject to anti-competitive practices under the Competition Act (R.S. 1985, c. C-34).
In addition, the City reserves the right to override any non-compliance of a bid if this does not break the rule of equality between bidders.
