Description
Purpose of the call for tenders
The purpose of this call for tenders is to acquire a government SaaS (Software as a Service) vulnerability scanning solution for information assets, including user rights and all services required for its implementation, i.e. parameterization, component configuration, maintenance services (updates) and technical support. The contract will consist of a firm-fixed-price portion, a standing order portion and an on-demand portion.
Brief description of options
Standing purchases
For the duration of the contract, MCN reserves a standing purchase order portion to acquire goods identical to those initially acquired and intended to meet the same needs and at the same prices as the firm acquisitions. The amount of the standing purchase portion will be automatically calculated in the price schedule based on a proportion of 14% of total firm purchases. The annual right-of-use unit price shown in the price schedule will be applied to the acquisition of new rights for the current year.
These standing orders are in no way associated with any commitment on the part of the MCN to avail itself of this possibility, in whole or in part, during the term of the contract.
On-demand purchases
For the duration of the contract, MCN has set aside a bank of 21,000 hours for the acquisition of professional and/or technical services to support the integration of POs into the solution and/or for any adjustments to the solution.
It is important to note that the number of hours estimated by the MCN should in no way be interpreted as the real and exact scope of the efforts that the supplier will have to deploy. The number of hours estimated by the MCN is for information purposes only and in no way constitutes a commitment on the part of the MCN to avail itself of this possibility, in whole or in part, during the term of the contract.

Submission of bids
Only bids received by the time and date set for the receipt of bids will be considered, whether submitted on paper or via the Quebec government's electronic tendering system (SEAO) at www.seao.ca.
Paper bids must be submitted in sealed packaging and clearly identified (company name, tender number and closing date). It is the supplier's responsibility to ensure that documents are forwarded to :

In the case of electronic bids, the price (Price File) and the demonstration of quality must be submitted in two separate files in PDF format. The quotation and price schedule, if applicable, must be transmitted together in the Price File. The maximum size allowed for each file is 75 MB.
Bid opening
For this call for tenders, bids are opened without the presence of a member of the public. A representative of the Minister opens the bids in the presence of a witness, at a time convenient to the Minister after the time and date set for the receipt of bids. The bid opening session is filmed and posted on the electronic tendering system (SEAO) as an addendum.
