Description

I. The subject of the order is the construction, performing necessary checks and test start-ups and commissioning of the reduction and measurement station Io in the city of Dąbrowa gmina Masłów with a capacity of Q = 25 000 Nm3/h, which is Task No. 3A of the investment project entitled "Construction of a gas pipeline from Lubień to Masłów and a gas pipeline from Mycza to Kielce" according to the design documentation, which together will constitute the subject of the order.1Basic scope of the order: a) Construction of reduction and measurement station Io Q = 25 000 Nm3/h in Dąbrowa, Masłów commune with boiler room, water supply system, control and measurement system and telemetry, together with development of the station area. b) Execution of works accompanying the construction.The subject matter of the contract shall be executed in accordance with the Documentation, generally applicable regulations and relevant standards, internal regulations in force in PSG sp. z o.o. concerning the execution of the contract, rules of current technical knowledge and the art of construction, as well as in accordance with applicable regulations and rules of health and safety, fire protection regulations, and environmental protection regulations.2The scope of the contract does not include: a) Assembly of PGC 2000 and NGC 8260 chromatographs.b) Assembly of dew point analyzer.c) Switching works.d) Construction of exit from Radomska Street (from the national road No. 73).3. For task No. 3A, the Contracting Authority has the final decision on the building permit.Decision No. 2557/2012 issued by the Starost of Kielce of 27.12.2012 for the construction of a reduction and measurement station Io Masłów Q = 25 000 Nm3/h along with an exit to the road, investment on plots of land no. 1309/1, 1912 Dąbrowa district, Masłów.II commune. A detailed description of the subject matter of the Order, Contractor's obligations, material and fittings requirements, as well as other terms and conditions of contract performance constituting a more detailed description of this description of the subject matter of the Order are included in Attachment No. 1 to the SETTINGS (DESCRIPTION OF THE ORDER AND THE CONTRACTOR'S OBLIGATIONS), which also constitutes Attachment No. 1 to the model agreement.III. The Contracting Authority provides for the possibility to award contracts referred to in art. 134 section 6 item 3 of the Act not exceeding 10% of the basic contract value. Under the contracts referred to in art. 134 sec. 6 item 3 of the Act, the Contracting Authority shall provide for similar works to the extent provided for under the basic contract. Contracts consisting in the repetition of similar works will be awarded if there is a justified need to repeat the works within the scope provided for in the basic contract, in the event of factual or legal obstacles to the performance of the basic contract. The Contracting Authority will consider, among other things, the following as contracts consisting in the repetition of similar works: installation of additional elements in the station or in technological systems at the station improving the functionality of the work or adapting it to any new needs that may arise during the performance of the task.IV. In accordance with Article 93(1a). Act, the Contracting Authority may invalidate the contract award procedure if the funds from the budget of the European Union and non-reimbursable funds from aid granted by Member States of the European Free Trade Association (EFTA), which the Contracting Authority intended to use to finance all or part of the contract, have not been allocated to itV. The Contracting Authority informs that in accordance with art. 30b of the Act, if the Contracting Authority requires the presentation of a certificate issued by a conformity assessment body or a report on tests conducted by that body as a means of proof of compliance with the requirements or features specified in the description of the subject matter of the contract, tender evaluation criteria or contract performance conditions, the Contracting Authority shall also accept certificates issued by other equivalent conformity assessment bodies.More information in the ToR.
