PA VSTQ 13/23/07_PNRR - Open procedure for the conclusion of a framework agreement with several economic operators, pursuant to art. 54 paragraph 4, letter a) of Legislative Decree. 50/2016, for the procurement of technical services for design, works management (DL), safety coordination during the design phase (CSP) - safety coordination during the execution phase (CSE), certificate of regular execution (CRE) - testing, under the Public Notice for the submission of proposals for urban, peri-urban and suburban forestation interventions in metropolitan cities. The Ministry of Environment and Energy Security (MASE) on May 2, 2023 published the "Public Notice for the submission of proposals for urban, peri-urban and suburban forestation interventions in metropolitan cities to be financed under the National Recovery and Resilience Plan - Measure 2 - Component 4 - Investment 3.1 "Protection and enhancement of urban and suburban green areas" - Annual 2023-2024".Given that it is the intention of the Metropolitan City of Rome Capital to participate in the aforementioned Public Notice, as it does not have in its staff the professional figures required by the Notice of the MASE for the composition of the Interdisciplinary Group to be entrusted with the design and subsequent implementation of the interventions, it is necessary to initiate the procedure for the selection of suitable Interdisciplinary Working Groups, in possession of the necessary requirements, as specified in the tender documents, taking into account the provisions in this regard by the Public Notice of the MASE.The objectives and all the specifications of the Notice can be viewed at the link https://www.mase.gov.it/pagina/avviso-pubblico-la-presentazione-di-proposte-di-intervento-di-forestazione-urbana-periurbana and are an integral part of this Framework Agreement.The service subject of this assignment, as specified in detail in the Special Specifications, includes, by way of example and not exhaustively, the following services:1. Preliminary Feasibility Analysis covering the macro-areas, aggregated by homogeneous areas on an ecositemical basis, constraints, site surveys and the Feasibility Report. The Report should especially take into account:I. environmental sustainability;II. compliance with the Do Not Significant Harm (DNSH) principle ex ante and ex post intervention, as defined in Technical Sheet 19 approved by RGS-MEF Circular No. 33/2022;III. the Archaeological Impact Assessment (VIARCH);IV.the Specialist, Hydraulic, Geological and Landscape Report. Preliminary Design (Sheet Annex 5 of the MASE Public Notice and its annexes), also taking into account compliance with the DNSH principle;3. Final Design (PD): Documentation required by current regulations;4. Executive Design (EP): Documentation required by current regulations;5. Design Phase Safety Coordination (CSP);6. Construction Supervision (DL) and Regular Execution Certificate (CRE);7. Safety Coordination during Execution (CSE);8. Construction Supervision (DL) for Five-Year Crop Cure and Regular Execution Certificate (CRE).Design choices must be consistent with the Minimum Environmental Criteria set forth in Ministry of Ecological Transition Decree No. 256 of June 23, 2022.All services carried out must, in addition, ensure compliance and conformity with the specific principles and obligations of the NRP with regard to the DNSH principle, for which reference is made, as well as, where applicable, the cross-cutting principles, such as, among others, the principle of contribution to the climate and digital objective (so-called Tagging), gender equality (Gender Equality), protection and enhancement of young people, and overcoming territorial gaps.
