The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. Responses to this notice shall be sent by email to latasha.winston@va.gov by the due date and time of 06/25/2019 by 3:00 p.m. PST. Description of requirement and submittal requirements are below:

The contactor shall provide Emergency Residential Treatment Services in Washoe County, Nevada as part of its Community-Based Health Care for Homeless Veterans (HCHV) program. The goal of the HCHV program is to remove homeless Veterans from the street or habitation unfit for Veterans and place them in community-based, residential environments with sufficient supportive services to meet their needs and ultimately, facilitate the improvement of their overall health status and housing situation.

The NAICS code is 623220 with business size of $15.0 million. The requirement is for housing/lodging seven beds per night to include sufficient supportive services for a base year and four (4) one-year ordering periods.

Capability statement that addresses the organization s qualifications and ability to perform as a contractor for the work describe below:

The Department of Veterans Affairs, Veteran s Integrated Services Network 21, Network Contract Office has a requirement for Emergency Residential Treatment services for homeless Veterans of the Sierra Nevada Healthcare System in Reno, Nevada catchment area. Services are being procured in accordance with Public Law 107-95 and Title 38, Chapter 20 and shall consist of community-based residential care and treatment provided 24 hours a day, 365 days per year.

Services to be provided include but are not limited to:

Case management;

Therapeutic and Rehabilitative Services such as individual and group therapy, social skills training, and relapse prevention;

Medications management and

Room and Board consisting of:

One single bed per occupant

One dresser with at least two drawers

storage space

indoor lounge area

laundry facilities where Veterans can do their own laundry and

at least three nutritious meals per day.

As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. All Offerors who provides goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at https://www.sam.gov. Additionally, all Services Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered and verified with the Vet-Biz Registry located at https://www.vip.vetbiz.gov

It is the VA s intention to solicit proposals on a competitive basis for a Firm-Fixed Price, Indefinite Delivery and Indefinite Quantity (IDIQ) contract. The contract will include five ordering periods that can be exercised at the option of the Government. This solicitation will be issued as a commercial item in accordance with FAR Part 12. NAICS is 623220, 623990, 624221, or 624229.
