Project Description: Rail Heavy Repair & Overhaul and New Carrollton West Yard Facilities
Description of Work
The Washington Metropolitan Area Transit Authority (WMATA) is seeking the services of a Design Builder to complete the design, construction, testing, and commissioning of the following:
1) A heavy repair and overhaul (HRO) facility for Metrorail vehicles and a Car Track Equipment Maintenance facility supporting non-revenue rail vehicles.
2) New Carrollton West Yard Facilities (WYF)
HRO- Includes operational, administrative, ancillary spaces, and service bays to accommodate about 40 rail cars; a rail car truck shop, rail car storage tracks to accommodate up to 24 rail cars, a traction power substation, a diesel rail vehicle fueling facility, a yard operations control tower, loading docks for heavy trucks, an employee parking garage. The project will include a new rail connection from the project site to the Outbound Metrorail Orange Line between the Landover and New Carrollton Metrorail Stations.
WYF- Includes up to seven new storage tracks; a three-story operations building; a new yard control tower and pedestrian bridge linking to the operation building.
A Progressive Design Build procurement approach will be used to select a Contractor to deliver the Project with an expected completion date of December 2023. The estimated cost range is about $300 - $400 million. A Disadvantage Business Enterprise (DBE) participation percentage goal has yet to be established for this project.
