Description
The districts Altendorf and Bochold are located west of the city centre and together form the Socially Integrative City area "Bochold/Altendorf". There are urban development and social grievances which require a uniform approach. In 2018, the Integrated Development Concept (IEK Essen WEST) was therefore drawn up for this area, in which the various development priorities are described. After many years of district development in Altendorf, Socially Integrative City (1998-2013/14) and Bochold/Altendorf-North, Urban Redevelopment and Socially Integrative City (2005-2018), the neighbourhood management for the district project WEST "Bochold/Altendorf" is encountering existing and permanent structures that need to be linked up to, starting with the two existing neighbourhood offices under different sponsorship:- Blickpunkt 101, Haus-Berge-Str. 101, Bochold (previously Stadtumbau und Soziale Stadt Bochold/Altendorf-Nord development area),- Treffpunkt Altendorf, Kopernikusstr. 8, Altendorf "Socially Integrative City" development area (1998-2013/4) - performing neighbourhood management tasks with municipal staff, but it is now necessary to set up a new neighbourhood management system for other tasks in the development area. In particular, there is a need for a further contact point in north-western Bochold, which has never before been integrated into a development area. Here, a smaller contact point is planned in order to ensure accessibility for those living there. In the surrounding area, neighbourhood conflicts (in the vicinity of problem properties Zinkstr.) and poverty and its consequences are on the increase. On the one hand, there is a lack of access to the social infrastructure in this area, on the other hand there is a greater need for mediation using the instruments of urban development promotion such as the disposal fund or information about the courtyard and facade programme. The neighbourhood management is to perform partial tasks at the "Treffpunkt Altendorf" (meeting point Altendorf) on Kopernikusstr. and at the new location in the north-western part of Bochold, since a continuous presence is needed at the new location in Bochold Nord/West. However, many tasks are also to be performed at different locations in the two districts in the assisted area.
The following tasks are to be carried out:Presence:- District office as a contact point with on-site presence, including district work, with the focus on measures financed by urban development funds:- Public relations work, in particular on the green measures Spielplatz Drügeshofstr. (Altendorf), Grünverbindung Lehrstr. (Bochold) and Grünverbindung Ehrenzeller Park (Altendorf); development of a logo for the entire district project- Bockmühle Comprehensive School (Altendorf): Bockmühle Comprehensive School will be newly built in the next few years. An external office was commissioned to draw up a spatial programme within the framework of stakeholder participation, to achieve the integration of the comprehensive school into its surroundings and to offer district-related uses of public, cultural or social facilities at the school location. The preparation of the space programme will be carried out until about November 2020. The spatial requirements necessary for the district-related uses can, if necessary, be financed by urban development funds, so that the structural development of Bockmühle Comprehensive School will provide further starting points for district management. This requires additional coordination between the administration and citizens - creating awareness for ecological action, initiating commitment to the ecological design of private areas, encouraging the assumption of sponsorships for e.g. tree discs and accompanying the ecological revitalisation of the roadside greenery (in both districts) - advisory services on façade funding and courtyard greening as well as on the disposal fund (in both districts), application for the subsidy offer, outreach to owners, assistance in applying for the disposal fund.With a focus on activating citizenship:- public relations and promoting participation in the urban renewal process,- developing campaigns, competitions,- activating residents to take on suitable tasks in order to further promote image change and coexistence in the district,- establishing, organising events and presentations on the district project,- networking and developing fields of action,- identifying new topics and issues, e.g., in the field of urban renewal,- promoting the development of the district as a place of work for residents,- promoting the development of the district as a place of work for residents,- promoting the development of the district as a place of work for residents,- promoting the development of the district as a place of work for residents. Identifying new topics and issues, e.g. with regard to the identification of Bochold's residents with their district,- Participating in the district's committees, building up networks in the Bochold district,- Supporting and, in some cases, moderating planning groups with the residents,- Focusing on other developments relevant to urban development or to the district,- Participating in the planned establishment of the education and prevention chain with various agencies.- Participation in the planned establishment of the education and prevention chain with various sponsors:- Establishment of a socially acceptable, appropriate use of the existing city squares, green spaces and individual streets, with special consideration of the issue of security aspects and neighbourhood conflicts;- Participation in urban development in the assisted area, from which support measures can develop (e.g. Stadtbad Borbeck within the framework of the multi-generation project Germaniastr. or new construction of the Bockmühle comprehensive school);- Participation in general urban development in the assisted area or with an impact on the assisted area (e.g. brownfield development Serlostr., Essen 51, problem properties, conversion of the Dreifaltigkeitskirche in Borbeck).miscellaneous:- Continuous reporting (1 x per half-year), preparation of interim and final reports.
