Description
The city of Gotha plans the qualification of the frequented local recreation area "Stadtpark West - Arnoldigarten" within the spatial limits of the historical listed landscape park and the adjacent forest park. The aim is to counteract or prevent the increasing damage caused by climate effects such as heat/drought stress for the forest stand and soil erosion as a result of heavy rainfall events. The project is being carried out under the leadership of the municipal garden department and with the involvement of associated authorities, such as the district administration, the Thuringian Forestry Office, the State Office for the Preservation of Historical Monuments and stakeholders, such as nature conservation associations, recreational clubs and citizens.The total area of the recreational area Stadtpark West is 290 ha. The areas to which the present project refers are the core areas close to the city with the approx. 19 ha large "Landscape Park" and the approx. 14 ha large "Forest Park" which have the greatest density of cultural-historical traces and are the most visited. The area under consideration thus covers a total of approx. 33 ha.According to the project call of 15.01.2021 from the Federal Ministry of the Interior for Construction and Home Affairs for the "Adaptation of urban areas to climate change" and the submitted project outline with three project focal points to be elaborated (1.) Forest conversion, (2.) Water management/strengthening of the water retention function/direction and use of precipitation water and (3.) Strengthening of the recreational/utility function, the city of Gotha received the grant decision (ZWB) from the funding agency, the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR) in the Federal Office for Building and Regional Planning (BBR), dated 21.11.2022 to secure the financing of the project.The estimated total costs in the present funding project for non-structural and structural measures amount to € 1,000,000 gross. The funding rate is 90% and thus € 900,000 gross in grant funds.The total cost framework of € 1,000,000 gross is mandatory.Brief description of the planning contractAll measures approved in the AEO are subordinate to the following three project priorities (1.) Forest conversion, (2.) Water management/strengthening of water retention function/direction and use of stormwater, and (3.) Strengthening of recreational/utility function.(1) Forest restructuring:As a result of past drought summers, over 80% of the lead tree species are either dead or in the resignation phase. Removal of dead and endangered trees on approximately 20 ha of forest land is required. A climate-friendly forest conversion and the introduction of climate-resistant and, above all, drought-tolerant woody plants is necessary.(2) Water management/ strengthening of the water retention function/ control and use of precipitation water: At several neuralgic points in the project area, there are problems with the flushing out of ditches and paths as a result of heavy rain events with a corresponding considerable risk of soil erosion. The planning goal is a holistic water management with the following focal points:- Slowing of runoff velocities- Water retention, above and below ground as a water reservoir promoted- Infiltration and use of precipitation water in the area to strengthen ecosystem services(3) Strengthening of the recreational/utility function of the park area:The current condition and equipment of the park area is diminished and thus prevents its functional fulfillment as a place for recreation, cooling down and social meeting or sporting activities.In order to increase the use of the park area as a place for recreation, cooling down and social meeting or sporting activities, it is necessary to improve the water quality of the park area. In order to be able to meet the increasing importance of the park facility in the course of climate change as a place of retreat and recreation, as a place for social interaction and for sports and leisure activities, structural upgrades and an increase in the recreation and use functions are necessary with regard to various user interests.
Lot 1 - Maintenance and development concept with monument conservation target planning - classification as a non-structural measure in the ZWBProject descriptionThe basis for the superordinate maintenance and development concept with monument conservation target planning is the technical report - Catalogue of services for the development of garden monument conservation target planning of the FLL edition 2020.Work package 1 - Recording and presentation of history - presentation of the history of the facility - inventory - detailed only for the landscape park and forest park, including surveying services for garden monument conservation target planning as georeferenced site and elevation plan as well as building ground investigation, incl. Tree cadastre - only for the landscape park and forest parkWork package 2 - Analysis of history and inventoryWork package 3 - Monument conservation assessmentWork package 4 - Formulation of monument conservation objectivesWork package 5 - Maintenance and development - only for the landscape park and forest parkWork package 6 - Plans - only for the landscape park and forest park- Inventory plan- Map of historical development: Overlay of historic plans, overlay with as-built, overlay with aerial photos, etc.- Historic preservation target plan- Action planWork package 7 - Citizen participation in the form of park walks, public workshops, citizen surveys, impulse lecturesDue to the set approval period of the funding measure according to the ZWB from 21.11.2022 to 31.12.2025, the planning for lots 1 and 2 must be carried out in parallel. In the event that Lots 1 and 2 are awarded to two different bidders, they are hereby mandated to work closely together. It is imperative that the planning results from Lot 1 are incorporated into the planning for Lot 2. The smooth coordination process is the responsibility of the bidders for lots 1 and 2, and it is imperative that the budget is adhered to. Lot 2 - Project planning for outdoor facilities incl. specialist planning for water management (hydraulic engineering) and stone restoration measures - classification as a construction measure in the ZWB.Project descriptionThe project planning for outdoor facilities incl. The object planning for open spaces, including the specialized planning, is based on the maintenance and development concept with monument preservation target planning and is divided into the three project focal points (1.) forest restructuring, (2.) water management/strengthening of the water retention function/control and use of precipitation water, and (3.) strengthening of the recreational/utility function, in accordance with the measures approved in the ZWB.(1) Forest restructuring:Introduction of resilient tree species with the aim of climate-adapted renewal and long-term preservation of a vital tree population in the plan area.(2) Water Management/ Strengthening Water Retention Function/ Direction and Utilization of Precipitation Water:The planning goal is holistic water management with the following focus:- Slowing runoff velocities- Promoting water retention, above and below ground as a water reservoir- Infiltration and utilization of precipitation water in the area to strengthen ecosystem services- Revitalization of the inflow and outflow of the Lüderitz Fountain, incl. Creation of underground water storage/reservoirs with outlet to adjacent ditch system as tributary to Goldfish Pond. In order to achieve the planning objective, further specialist planning for water and fountain technology as well as power supply is necessary in addition to the object planning of the open space planning, the latter optional, as only the planning results will provide information on this. The results of the specialized planning conform to the overall concept and are incorporated into it.(3) Strengthening the recreational/utility function of the park:- Restoration of the vegetal structuring of the historic park/ Arnoldigarten through maintenance measures to preserve the meadows, open park structures- Restoration and renewal of the historic path structures- Revitalization of culturally and historically significant objects and fixtures in accordance with the preservation order with the prioritized culturally and historically significant objects, such as the Müller Temple, tea house with garden wall at the Berggarten/ Arnoldigarten, Revitalization of the Lüderitz Fountain including its surroundings in accordance with the preservation order- Revitalization of historical equipment of the park with permanently installed benches and wastebaskets to strengthen the recreational function- Renewal of the signage system with reference to climate change and the function of environmental education with references to the large-scale and culturally and historically significant park in subareasBecause of the set approval period of the funding measure according to the ZWB from 21.11.2022 to 31.12.2025, the planning for lots 1 and 2 must be carried out in parallel. In the event that Lots 1 and 2 are awarded to two different bidders, they are hereby instructed to cooperate closely. It is imperative that the planning results from Lot 1 are incorporated into the planning for Lot 2. The smooth coordination process is the responsibility of the bidders for lots 1 and 2, and it is imperative that the budget is adhered to.
