Description
The contract intends to entrust the study to evaluate under the technical, environmental, financial, economic/social and procedural/authorization aspects, the feasibility of an integrated system of recycling and disposal of waste from fishing activity. The tender stems from the need to respond to a specific need of the local Phlaegrean fishing and mussel farming operators, but at the same time it has the ambition to intercept a problem of global character that plagues the sea resource and that can only find contrast through the adoption of innovative solutions that promote a green and circular economic transition.
The objective of this tender is to select one or more economic operators specialized in researching and applying innovative solutions to the problem of management and disposal of plastic waste from fishing and mussel farming. The Feasibility Study, in addition to comparatively examining the most credible technical and economic alternatives of a possible investment, must identify and motivate the instrumental choices considered most suitable. Therefore, the services covered by the SDF should be carried out by a structure or working group consisting of one or more professionals or experts (with particular focus in waste management) in: mechanical and energy and water treatment plant engineering, industrial process engineering, planning and design of transport systems, engineering of materials and biological and chemical-physical treatments, financial and economic evaluations as well as bankability of the resulting solution, environmental sustainability and impact assessment, intellectual property evaluation, and evaluation of administrative and authorization procedures for the effective viability of the resulting solution. The outcomes of the SDF will have to be shared and transferred, in the first instance to the operators of the FLAG Pesca Flegrea's area of competence and extended to all operators active in the fishing chain and operating in the Campania regional territory. In this regard, the drafting of the results obtained is also envisaged in a communicative and educational key, and therefore it is planned to engage a team with proven experience in communication and dissemination of technical-scientific content. The realization of the SDF should be divided into the following phases:PHASE A: a) Tracking system and data analysis; b) Representation of the territorial and socio-economic context; c) Analysis of the main market technological solutions; d) Demand analysis; e) Definitions of objectives and intervention choices. PHASE B: a) Technical feasibility; b) Environmental compatibility; c) Financial sustainability; d) Economic-social convenience.PHASE C: a) Procedural verification; b) Risk and sensitivity analysis.The solution offered should allow, in a step subsequent to this tender, the implementation of integrated facilities and services for recycling and disposal of waste from fishing and mussel farming activities. In this context, the FLAG Pesca Flegrea intends to promote a program for the recovery, management and valorization of waste related to fishing and mussel farming activities in order to create concrete alternatives to landfilling of this kind of waste to contribute to the reduction of greenhouse gas emissions and prevent pollution of the marine ecosystem.
