Notice of Intent to Direct AwardVancouver General Hospital Campus Fire Alarm Upgrade Study Document Number: F498-00NOI  Vancouver Coastal Health (VCH) intends to engage an electrical engineering consultant to proceed with the Vancouver General Hospital (VGH) Campus Fire Alarm Upgrade Study, Project Number F498-00.The consultant and estimated value of the work will be: WSP Canada Inc., at #1000 840 Howe Street, Vancouver, B.C. V6Z 2S9 $337,856.00 plus tax (including subconsultant fees). The work includes reviewing record drawings, investigating existing site conditions, engaging a code consultant, and preparing a feasibility report and schematic design for 14 building groups on the VGH Campus.VCH has chosen to direct award for the following reasons: A number of existing fire alarm systems, networks, and devices on the Vancouver General Hospital (VGH) campus have been discontinued and are no longer supported by the manufacturers and suppliers. To ensure reliable and safe operation of buildings, a feasibility study is required to be conducted immediately by a professional electrical consultant to explore options for system upgrades, modifications, and/or replacements. This project requires a comprehensive understanding of the existing fire alarm systems and devices from various manufacturers with various communication protocols. Due to the various timelines for the installation and renewal of systems and devices for each building, the consultant must have a wide range of expertise in both newly released systems and devices as well as legacy systems and devices. WSP Canada Inc. has been prequalified by the Health Authorities to provide electrical engineering, mechanical engineering, commissioning, and project management services to both acute care and non-acute care projects. Resulting from previous competitive processes, WSP Canada Inc. has worked on projects on the VGH campus with sophisticated tie-ins to the fire alarm system and has completed a partial investigation into the related systems. It would be most efficient to engage WSP to utilize their understanding of the existing systems, current site conditions, and Facilities Maintenance & Operations (FMO)’s challenges and needs to conduct the feasibility study and provide phased implementation that ensures continued patient safety. WSP Canada Inc. is registered and complies with all applicable WorkSafe BC regulations. WSP Canada Inc. has insurance coverages: Commercial Automobile Liability Insurance applicable to the use of automobiles owned, non-owned, and hired by the seller in the minimum amount of two million dollars ($2,000,000) per occurrence. Commercial General Liability Insurance with a limit of $3,000,000 per occurrence and five million dollars ($5,000,000) in the aggregate on an ongoing basis for a period of one (1) year following substantial completion of the Services; and Professional Liability Insurance (errors and omissions) with a limit of $3,000,000 per claim and $5,000,000 in aggregate for the duration of this agreement and for a period of three (3) years thereafter.
