Nature of Requirements:

Employment and Social Development Canada (ESDC) requires printing services from a Contractor for the provision of letters and print materials for the Canada Education Savings Program (CESP). The Contractor will be responsible for the processing of supplied data files, variable printing, mail matching of multiple pieces, insertion and mail preparation for distribution of material which includes, but is not limited to: letters, ad-mail cards/vouchers, inserts, factsheets and application forms to families across Canada on behalf of the CESP.
The period of the Contract will be from date of award until March 31, 2023, with the option to extend for up to three (3) additional one (1) year periods.
There are security requirements associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, Bidders should refer to the Contract Security Program of Public Works and Government Services Canada (http://www.tpsgc-pwgsc.gc.ca/esc-src/introduction-eng.html) website.
The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).
The requirement is limited to Canadian goods and services.
This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically. Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 3 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.

The Crown retains the right to negotiate with suppliers on any procurement.

Documents may be submitted in either official language of Canada.
