0.preliminary remarksThe Pirmasens Municipal Hospital is planning an extension and refurbishment of the existing hospital.For this purpose, the following planning services are put out to tender:Technical building equipment (TGA) electrical engineering (ELT) in accordance with Part 4 Section 2 of HOAI 2021 for plant groups 4, 5 and 6 (including pneumatic tube system)The services will be put out to tender in a negotiated procedure in accordance with VgV Europe-wide as a 2-stage procedure.According to the current status, the client intends to award the contract in stages. It is pointed out that there is no claim to realization/project implementation. The fee shall be paid for the Contractor's overall performance, irrespective of whether the services required for this purpose are described more or less completely in this performance profile in terms of type and scope. This shall not affect the Contractor's obligation to perform in order to achieve the success of the work. The submission of the full bid is expected to take place by 19/01/2024.The bidder presentations are expected to be on the following dates: 05/02/2024 or 06/02/2024The contract is expected to be awarded in March / April 2024. The commissioning and commencement of services is expected to take place immediately after notification of the award of contract, but no later than in the second quarter of 2024.1.Initial situation (cf. Appendix Target planning):In the course of the upcoming closure of St. Elisabeth Hospital (SEK) in Rodalben and consolidation of the inpatient services at Pirmasens Municipal Hospital (SKH), a hospital of primary care (SEK) and a hospital of standard care (SKH) will be transformed into a hospital of specialist care with a broad range of services that can also ensure emergency care in the region.As part of the integration of the new functional and care areas and the spatial expansion, a reorganization of the existing facilities is taking place.The necessary expansion is intended to cover the need for the additional floor space required.2Project descriptionThe basis for the planning is the target planning approved by the Ministry of Science and Health (cf. appendices).2.1 New extension buildingIn the first construction phase, the extension building is to be built. It will contain the new central operating room, intensive care and outpatient areas as well as new nursing wards. The new building is to be planned in such a way that it meets the future requirements of a sustainable hospital and can be operated as CO2-neutrally and economically as possible.In the course of planning, the planning team is to draw up proposals on how a climate-sensitive hospital can be created to an economic extent and taking into account operation.The new extension building is to be planned and executed as one construction phase.2.2 Renovation of existing buildingThe renovation of the old building will be carried out in several construction phases after completion of the extension and relocation from Rodalben. The refurbishment of the existing building is to be planned in such a way that it can also be operated economically and as CO2-neutrally as possible. The energy requirements of the existing building are to be reduced to a necessary and economically viable minimum. In the course of planning, measures should be investigated to optimize the climate resilience of the existing building.2.3 Helicopter roof landing padIf a roof landing pad is not to be implemented for the time being, the necessary structural, design and technical requirements should nevertheless be implemented.The costs for the construction of a helipad are not part of the costing of the structural target planning3.Dates and costs:3.1 DatesAccording to current knowledge, a planning and execution period of approx. 7 years can be assumed for the new extension building, so that the start of use can take place in the second half of 2031.Subsequently, the restructuring and refurbishment of the existing building will take place in several construction phases over approx. 6 years. The end of the overall project is expected to be at the end of 2036. The possibilities for optimizing the schedule are to be investigated.3.2 CostsAccording to the construction target planning, the current gross costs for new construction and refurbishment are expected to be around €256 million (KG 200 to 700). This is a preliminary upper cost limit. Should cost-increasing measures be necessary in the course of planning, these are to be documented by the planning team and submitted to the client for approval (e.g. increase in quality). Cost increases due to construction prices are excluded from this.4Scope of services of the Contractor (CO)The services of the Contractor shall comprise the services of specialist planning in accordance with Part 4 Section 2 of HOAI 2021 LP 1 - 9.ALG 4: High and medium voltage, internal power supply, low voltage, lighting and lightning protection systemsALG 5: Telecommunication, search and signal, time service, electro-acoustic, television and antenna, hazard detection and alarm systems and transmission networksALG 6: Elevator and pneumatic tube systemsThe following documents will be published with the announcement:- Planning documents for existing systems- Target planning including systemsThe start of services is expected in Q II /24.The completion of the planning, construction and commissioning is to be defined depending on the results from LP 1 and 2.5Concept studyIn the course of the 2nd stage, the bidders shall prepare a concept study as part of the bid. The concept study shall consider the following points:- Conceptual presentation of a sustainable and CO2 neutral energy supply concept for the new extension building, taking into account the existing building.- Conceptual presentation of how a sustainable and largely CO2 neutral energy supply concept for the existing building can look like.- How can a concept of the future low-voltage main distribution and sub-distribution, taking into account the new building and existing building, look like? Is a combined low voltage main distribution/emergency power supply possible?- Explanation of the approach in the basic investigation, taking into account the question of how the existing building and the new building can be combined.6.Conditions relevant to the contract6.1 Staged commissioningThe engineering contract is designed as a staged contract, i.e. the basic investigation and preliminary design are called off first. The redevelopment must be carried out in several construction phases. The new extension is a self-contained construction phase.The service levels are structured as follows:Service level 1: HOAI LPH 1 and 2Service level 2: HOAI LPH 3 incl. HU-Bau and 4Service level 3: HOAI LPH 5 - 7Service level 4: HOAI LPH 8Service level 5: HOAI LPH 9There is no legal entitlement to the transfer of the other services and fees.6.2 Construction sequence Extension and refurbishmentThe refurbishment of the existing building must take place during ongoing hospital operation. Planning must be done in such a way that largely all hospital units are available, at least to a limited extent. Storage space is only available on campus to a limited extent. The construction schedule must be planned accordingly. The same applies to the new extension building.6.3 Ensuring on-site presence during constructionThe contractors (COs) are required to be on site daily from the start of the execution work (LP 8) until the handover of the structure or the structural facilities for construction supervision. This applies to the Contractor's own trades. In the case of cross-trade interfaces, the construction supervision must also be on site to enable coordination at short notice.6.4 Incidental costsIncidental costs may only be offered as a percentage.6.5 DiscountsNo changes may be made to the scope of services with a discount.6.6 Further conditionsThe payment period for invoices must be at least 30 KT.6.7 Binding period60 KT from submission of the final bid.
