Description

The Infrastructure Atlas (ISA) of the Federal Network Agency is the central information and planning tool for gigabit expansion in Germany and is regulated by the Telecommunications Act (TKG). It contains location data on network operators' infrastructures. These can be made available to companies, but also to the federal government, the states, districts and municipalities as part of the gigabit rollout. This means that the ISA is not publicly accessible, but is only made available to authorized users with time- and location-limited access upon request. The ISA will simplify and accelerate the planning of gigabit expansion projects. The shared use of existing facilities also reduces expansion costs..Pursuant to §77a, Par. 2 TKG, all relevant digital data suitable for closing information gaps in the network infrastructure and thus serving broadband expansion must be provided and published. The operators of the relevant network infrastructures are obligated to supply the data to the BNetzA in accordance with the specifications in the data supply conditions of the ISA, current version from August 2022. This obligation also applies to federal trunk roads, i.e. federal highways and federal freeways. The operation of the federal trunk roads is the responsibility of the contract administrations of the federal states as well as the Autobahn GmbH of the federal government (hereinafter referred to as operator for short). The services to be commissioned within the framework of this award procedure are intended to provide operational support to the operators in the post-capture as well as digitization and geo-referencing of data on infrastructure objects on federal freeways and federal highways as well as the conversion of the data into the format required by the ISA. For this purpose, the application O2I-Tool, developed on the basis of the open source software Talend Open Studio and already used by road construction authorities for the conversion of OKSTRA data to INSPIRE data, is to be further developed. This "converter" will be used by the operators beyond the project duration in the long run (as far as there is a demand and this task is not taken over e.g. directly by specialized systems such as the road information banks or the construction database)..The digital and geo-referenced data collected and generated within the scope of the service shall be available not only for the supply of the ISA but also for internal processes at the operators and can be imported into corresponding IT systems. In the long term, the operators are to independently supply the ISA, which provides for an annual update of the data. The service to be awarded is divided into 1 specialist lot and 6 area lots, whereby bidders can apply for all lots. For technical reasons of the federal e-tendering platform to be used, this award procedure will be published in batches in such a way that similar procedures will be created for the individual lots and separate notices and notice numbers will be generated automatically for them. Nevertheless, all notices with the reference number 2311/StB27 constitute a single related award procedure. LOTS 1 to 6 (area lots)6 area lots are defined, in the spatial area of each of which geodata for the federal trunk road network (federal highways and federal freeways) are to be generated for the infrastructure object types provided for in the ISA on the basis of existing digital and analog data sources. In addition, it is to be documented for which infrastructure object types and spatial areas no digital or analog data sources exist and thus an on-site survey (measurement) is necessary to close existing data gaps..The following tasks are to be performed:- Generation of vector geodata (vector data) based ona. existing CAD as-built plans (cf. WP 2)b. Existing scaled site plans, which are available as raster data, e.g. in PDF or TIFF format (cf. WP 3)c. Orthophotos, as far as the infrastructure objects are recognizable there (cf. WP 4)d. Existing analog scaled site plans (cf. WP 5) and/or unscaled survey sketches, e.g. with manual construction on the basis of stationing and kilometer measurements incl. lateral distance from the road axis (cf. WP 3). enrichment of the geodata with technical attributes from various analog and digital data sources (cf. WP 2 to WP 6)- other services such as the determination of further data acquisition requirements or the clarification of contradictions regarding the 3D position of objects, which may result from existing as-built documents. from existing as-built documentsThe data generated in the tasks described above are to be managed in a GIS system provided by the contractor and made available to the operators as a GIS data set with all recorded attributes.Maximum quantity of the framework agreement:11997 recording units, 30 days of on-site recordings, 1200 hours of consulting servicesThe details can be found in the electronically provided award documents.
