Specialist planning service HLSK according to §55 HOAI Part 4, Section 2, LPH 1-9
Project scope: WBG KOMMUNAL GmbH is in charge of the construction of a new day care center (House for Children) on behalf of the City of Nuremberg in the district of Höfen (3432) (Muggenhof district). This consists of a day nursery (2 groups, 24 places) and a kindergarten (2 groups, 50 places) and is located at Lortzingstr. 8 +10.656 m² of usable space and an outdoor equipment store of approx. 30 m² are specified in the space program by the client (Youth Welfare Office of the City of Nuremberg). The existing buildings on the site have to be demolished. 1,900 sqm of building land (land parcel no. 944 and 941/8) are to be used for the construction of multi-storey apartments in addition to the daycare center in order to achieve optimum utilization of the site and to maximize the area in accordance with the surrounding buildings (III+D). In this context, the required outdoor facilities of the KiTa are to be taken into account with 10sqm/child for 75 children (areas without pedagogical use value such as narrow clearance areas and access roads cannot be used for an area verification in this respect).At the end of service phase 2 according to HOAI, the client will decide, depending on the results of phase 2, whether to construct the daycare center and the residential building as an integrated building mass in one go or as separate buildings on separate plots of land.If the daycare center and the residential building were to be constructed as an integrated building mass in one go, the planning contract would include the residential building portion - without any increase in the fee zone or any surcharges, with joint/undivided chargeable costs.If, depending on the concept, the daycare center and the residential development were to be erected as separate buildings on separate plots of land, the client reserves the right, if necessary, not to commission the residential development. Due to the open-ended concept development and depending on the scope of the commission, only a moderate amount of residential construction space in the amount of approx. 600 sqm GFA is taken into account in the construction mass assumption.Time schedule:Start of planning IV/2023Construction IV/2025 - IV/2027Cost framework:The client has estimated costs of EUR 6.3 million "net" KG 200-700 and EUR 4.3 million net KG 300-400 for the above-mentioned measure.Assuming a distribution between KG 300 and 400 of 70% to 30%, the calculation of the HOAI specialist planning fee for HVAC results in approx. 580,000 EUR net chargeable costs.Scope of services:The tendered services for the specialist planning of HVAC for buildings in accordance with §55 HOAI will be commissioned in stages. The services of stage 1 shall be awarded as a minimum. In the event that further service phases are commissioned in whole or in part, they shall be awarded in the following stages:Stage 1: HOAI service phase 1 - 2Stage 2: HOAI service phase 3 - 4Stage 3: HOAI service phase 5 - 7Stage 4: HOAI service phase 8 - 9The Contractor shall have no claim to the commissioning of further services or of stages 2 to 4 [in whole or in part]. No additional claims for fees or damages may be asserted on the basis of the step-by-step commissioning.
